AERIAL COMBAT ENHANCED SIMULATION (ACES) This is Part 1 of 2 of
Request for Proposal (RFP) F33657-97-R-0025 for the F-15C Multi-Stage
Improvement Program (MSIP) Four Ship Simulation and Aerial Combat
Enhanced Simulation (ACES) Program (herein referred to as F-15C ACES).
This is a combined synopsis/solicitation for commercial services
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. There are 2 parts
to this RFP. This is Part 1 which contains the program's technical
requirements and begins the instructions to offerors. Part 2 continues
the instructions to offerors and evaluation factors and is in a
succeeding CBD announcement. Both announcements constitute the only
solicitation; proposals are being requested and a written solicitation
will not be issued. This procurement will utilize an electronic
bulletin board for the bidders library in an effort to streamline the
communication process between the Government and industry and is
accessible through the World Wide Web at the following Internet
address, http://www.pixs.wpafb.af.mil/pixs/pixslibr/ACES/ACES.asp. For
questions concerning operation of the PIXS system contact the system
administrator, Mr. Johnny Harshbarger, at (937) 255-2739. All addenda
referenced herein that are located on the bulletin board will be noted
as "(on PIXS as "document name", dated xx)." The requirement of the
F-15C ACES program is to procure contractor provided simulation
services . To safely and affordably train the way we fight, the Combat
Air Forces (CAF) require a unit-level F-15C MSIP pilot training
capability suitable to accomplish continuous procedural ground-based
training (i.e., ability to fly a complete mission from takeoff to
landing involving all training tasks as an uninterrupted flight) for
selected mission elements and safety of flight tasks, many of which
cannot be routinely trained in the aircraft. Initial service will be
ordered at Eglin AFB and Langley AFB. Through the contract resulting
from this solicitation, the same or similar services may be ordered at
all of the F-15C ACC, Guard, USAFE and PACAF wings (on PIXS as F-15
Site.PPT, dated 23 Jun 97). Once deployed, the service will enable
networked mission training within a single wing and between multiple
wings. This program will provide the capability to train in a
multi-ship role at geographically separated locations and to train full
mission profiles against interactive threats. Instructors and
courseware will be provided by the Air Force. The government does not
intend to acquire the hardware or software but merely to buy training
capability on a cost per training hour basis. The offeror will be
responsible for system operation; system maintenance; product baseline
management; training system modification and upgrade; and some basic
instruction for contract and Air Force instructors in the operational
use of the simulation equipment as well as keeping the training devices
concurrent with the changing configuration of the fielded F-15C
aircraft and inserting new capabilities as they become available. The
Simulation Capability Requirements Document (SCRD) (on PIXS as
SCRD.doc, dated 24 Jun 97) defines the requirement. Documents
referenced in the SCRD are located on the PIXS as (SIMCERT.exe, dated
23 Jun 97). The selected contractor will be required to hold a Top
Secret SCI facility clearance in order to perform this program.
Security requirements are provided on the DD Form 254, CONTRACT
SECURITY CLASSIFICATION SPECIFICATION (on PIXS as DD254.ppt, dated 18
Jun 97). The Government intends to award a single Indefinite Delivery
Requirements type contract in the September 1997 timeframe in order to
satisfy the above requirements. The Initial Operational Capability
(IOC), as discussed below, is NLT 31 Mar 99 for the Eglin AFB site and
31 Jun 99 for the Langley AFB site. At Eglin AFB the facility will be
prepared by 1 Nov 98 at which time installation for complete service
capability could begin. The initial ordering period for the contract
will be seven years, beginning at contract award. Additional ordering
periods (up to 8 years) may be earned in accordance with the Award Term
Clause that shall be included in each offeror's contract. The offerors
shall plan for maximum use of electronic communications and video
conferencing during the performance of the resulting contract. The
budget profile is based on use of ACC F-15C flying hour program
funding. Commander ACC has indicated a willingness to spend up to a
possible 30% of the F-15C flying hour budget on simulation hours based
on the quality of mission training possible in the simulation. ACC
spends approximately $4,500 / flying hour in operational funds (3400)
for the F-15C. Depending upon the training utility offered by the
service, as much as a third of this funding could be diverted for
simulation training. The provision at FAR 52.212-1, Instructions to
Offerors -- Commercial Items, applies to this RFP and is amended as
specified in this solicitation. This solicitation incorporates
provisions and clauses in effect through FAC 90-46. The applicable
small business size standard is $18,000,000.00 IAW FAR 19.303(a). The
SIC code is 8299.. Offerors should propose a business solution which
satisfies mission performance requirements and provides for an
executable program. Proposals submitted in response to this
solicitation must meet all the requirements specified in this
solicitation, to include any requirements documents referenced herein;
failure to do so may result in rejection of the proposal. There is no
small business set-aside for this requirement. The response to this
solicitation shall consist of a written proposal, an oral proposal and
a capabilities demonstration as discussed in the following paragraphs.
Address all requests for solicitation and communication concerning the
acquisition to ASC/YWI, Bldg. 11, 2240 B Street Suite 7,
Wright-Patterson AFB OH 45433-7111, ATTN: Mr. Richard E. Stem,

offerors shall submit an Intent to Bid Notice in writing. The notice
must include a summary of Security Clearances of the offeror's proposal
team and validate that the Top Secret SCI facility clearance exists
and/or is available to the offeror. The notice will be used for a
lottery to establish dates for oral proposal and demonstration, and
must be received at the above address / fax NLT 12:00 Noon on 27 June
1997. Proposal Volumes I, II, III, and IV shall be submitted by 3:00 PM
on 24 July 1997 to: ASC/SYG, Attn: F-15C ACES Source Selection (Dick
Stem), Building. 125, 2335 Seventh St. Room 5, WPAFB OH 45433-7111.
Direct all communications concerning this acquisition to ASC/YWI,
Richard E. Stem, Contracting Officer,, (937)255-7414 ext.417, fax (937)
656-7538. When submitting the proposal, the Offeror shall provide eight
(8) copies of the written proposal on white, 8-1/2" x 11" paper,
printed on one side. Fold-outs are permitted. The outside shipping
container should be marked with the RFP number (F33657-97-R-0025) and
the volumes contained therin. The "original" hard copy paper volume
shall be identified and addressed to the Procuring Contracting Officer
and shall contain all original signed documents and shall be labeled
"Original". The original will be two-hole punched at the top center of
each page. In addition, provide one paper copy each to the Cognizant
DCMC Office and the Cognizant DCAA Office. Be sure to advise the ACO
and DCAA for prime and subcontractors that the proposal is "For
Official Use Only" and "Source Selection Information (See FAR 3.104)".
The offerors will be notified NLT 30 Jun 97, in writing, of the dates
for their oral proposal, demonstration and submission date of Volume
V. The timeframe for conducting oral proposals and demonstrations is 31
Jul 97 to 13 Aug 97. Volume V for all offerors will be submitted on the
same date. Only Volume V shall contain pricing data. The delayed
submission of Volume V is to allow dialog between the offerors and
government to have agreement on all aspects of the contract, except
price, prior to submission of Volume V. All communications shall be
processed thought the PCO. Any such interchange between the offeror and
the Government, unless otherwise specifically noted by the Government,
will be for clarification purposes only and will not constitute
discussions within the meaning of FAR 15.610. The Government intends to
evaluate offers and reserves the right to award a contract after
receipt of Volume V without discussions. If discussions are required,
the PCO shall notify the offerors. The written proposal shall include:
(A) Volume I -- Executive Summary which introduces the Offeror and
provides a broad overview of the proposed program (3 page limit); (B)
Volume II Technical -- shall include: (1) Briefing charts to be
presented at the Oral Proposal (no page limit). Also include one (1)
copy of the original briefing media (charts and/or diskettes), from
which the oral proposal will be presented. (2) Integrated Master
Schedule (IMS) (no page limit), in contractor format, that reflects the
offeror's planned activities to achieve IOCand to field simulation
services in support of all the sites, contractor format acceptable. (3)
Documented evidence that critical source data can be obtained in
support of the Offeror's approach for aircraft, weapon and threat
simulations, and (4) written procedures for government personal to
submit security clearances and visit notifications, and directions to
the location where the oral proposal and demonstration will be
conducted. ( C ) Volume III Model Contract -- A model contract shall
incorporate as attachments (1) the System Specification that defines
the capability or quality of service to be provided (including detailed
capability of the simulation service), address all requirements of the
SCRD, be performance oriented, with quantitative requirements where
possible, and void of specific, detailed solutions, provide a
methodology and criteria for verification of the specified
requirements, include all peripheral services necessary to support the
SCRD requirements and the simulation services, and may include an
optional section to define out-year service improvements (e.g. "Year 3
service shall include direct download of AFMSS mission plans into the
cockpit as defined in the following subparagraphs"), (2) an integrated
master plan (IMP) (no page limit in offeror's format) which correlates
with the IMS and defines the approach to achieve the Eglin AFB IOC and
the fielding of the additional sites. (3) DD Form 245. (4) completed
Representations and Certifications which will be incorporated by
reference in the contract. (5) Subcontracting plan with goals that
should address the total potential 15 year term of contract
performance. The offerors shall review the discussion under FAR
51.212-5 in the RFP Part 2, regarding the applicability of the Service
Contract Act (SCA). The offerors shall state in their proposal that,
in their opinion, the SCA is or is not applicable to the resulting
contract. The offerors shall submit position description information
for labor categories for the Eglin AFB and Langley AFB for both exempt
and nonexempt employees and the approximate percentage of hours the
exempt and nonexempt will perform under the resulting contract. The
Model Contract shall be submitted utilizing SF1449 and contract format
should allow for data entry into the Government's data tracking system
to insure timely payment under contract performance. One copy of the
proposed model contract shall be submitted on a 3 inch diskette(s) in
Microsoft Word for Windows 95 Version 7.0. No pricing information is to
be provided with this volume. (D)Volume IV Past Performance -- The
offeror shall submit relevant present and past performance information
including: company/division name; program title; contracting agency;
contract number; description of effort; contract type; period of
performance; original and current contract dollar value (including
under/over runs); original and current completion date; and name,
address, and phone number of customer program director/manager. An
explanation of aspects of contracts deemed relevant and past problems,
and discussion of significant achievements. This volume shall be
limited to 5 contracts, active during the last 5 years, and a total of
25 pages. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The purpose of the Ombudsman is not to diminish the
authority of the program director or contracting officer, but
communicate contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
