The National Aeronautics and Space Administration/Kennedy Space Center (KSC)plans to issue a DRAFT Request for Offer (RFO) for Driver Support Services at the KSC, FL. KSC will be releasing a draft RFO for an 8(a) competitive procurement to provide the transportation service descripted below. The anticiptaed SIC is 4111 with a size standard of $5 million. Provide personnel to include an on site manager/representative, an on site radio/vehicle dispatcher and qualified and properly licensed (commercial drivers license) drivers to perform a variety of driver services at the KSC. Driver services include, but are not limited to, launch pad shuttle buses, scheduled shuttle bus routes to various facilities; Public Affairs driver support, and miscellaneous driver services. The types of vehicles which will be operated are sedans; eight passenger vans; eighteen, thirty-seven, forty-four, and forty-five passenger buses. Launch pad shuttle buses will normally operate two shifts five days a week at the inactive launch pad and three shifts seven days a week at the active launch pad, but there are occasions when both will operate three shifts seven days a week. There are two scheduled bus routes, utilizing six nineteen passenger wheelchair equipped buses, operating Monday through Friday, except federal holidays, during normal duty hours. Public Affairs driver support consists of protocol, VIP tours, and Space Shttle launch and landing. The miscellaneous driver services are provided as needed for such functions as unmanned launch sopport, training or tour support and any other support not specificed. All driver services support will be coordinated by the NASA Transportation Office. NASA guets often include Government Officials, foreign dignitaries, astronauts and their families, and special guests. All driver services personnel shall wear uniforms, have background investigations by NASA security, be subject to substance abuse testing, have regular checks on drivers license validity, and attend periodic NASA training classes. The Contractor will have a quality control program and submit approximately six reports a week. This procurement is being conducted under the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy. See Numbered Note 26. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the DRAFT RFO is on or about July 15, 1997; the anticipated release date of the RFO is September 01, 1997 with an anticipated offer due date of on or about October 01, 1997.
