synopsis/solicitation for a commercial item prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This acquisition is 100% set aside
for small business concerns. This announcement constitutes the only
solicitation. This solicitation is issued as a Request for Quotation
(RFQ); quotations are being requested and a written solicitation will
not be issued. The RFQ and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-46. Item to be
acquired: Quantity one each Transmission test stand to test commonly
used military vehicular transmissions of the in-line variety,
on-highway and off-highway, manual and automatic. Transmission to
betested will be physically mounted in the test stand and the machine
will simulate operation in a vehicle including, as a minimum, stall
test, unloaded and loaded upshifts and downshifts, load induced
downshifts and, in manual transmissions, an engine breaking condition
with inertia-driven input. The test machine must be an electrically
driven machine with the power unit and transmission dynometer combined
in a one piece assembly. Drive system components shall be fully
enclosed and sound proof. Power unit shall be equipped with a main
drive motor of no less than 150 HP (460 VAC, 3PH), Wye-Delta
Reduced-Voltage motor starter to prevent motor overload damage. Main
hydraulic reservoir (closed loop type with not less than 8 gallon
capacity), a main hydrostatic cooling system (oil-to-air type heat
exchange capable of holding system oil temperature to a minimum of 180
degrees Fahrenheit in ambient temperature not in excess of 110 degrees
Fahrenheit), and the primary hydrostatic pump (heavy duty, high speed
variabledisplacement variety). All interconnecting hoses and conductor
cables must be supplied. The hydrostatic drive system must be capable
of delivering 500 LB FT of input torque to the transmission being
tested and be capable of providing infinitely variable input speed from
0 to 4000 RPM. Overall design of the test stand must be such that it
will accommodate transmission of various sizes and lengths.
Accordingly, the power absorption unit must be positionally adjustable
vertically and horizontally. The test stand must be equipped with a
power absorption unit capable of providing dynamic and static load at
input of transmission. Dynamic load torque up to 1500 LB FT must be
available in order to perform true, full throttle, load induced
downshifts in automatic transmissions. The power absorption unit must
be of the Eddy-Current type and must be capable of operating over the
full speed range of the test stand, 0 to 4000 RPM with infinitely
variable, precise control of its dynamic torque by the operator. The
power absorption unit must also be capable of measuring static or
"stall" torque by mechanically locking the transmission output and
providing a readout up to at least 3000 LB FT. Operator's console shall
contain full instrumentation and operating controls. As a minimum it
shall provide gauges for all pressure points in the system and the
transmission being tested, gauges to indicate all oil temperatures,
tachometer to measure input and output speeds, a converter flow meter,
input directional control switch, start/stop main switch and warning
indicators on all critical functions. The contractor shall furnish two
sets of operator manuals covering operation and maintenance. The
contractor shall also provide an on-site service technician within 15
days of notification by the customer that installation has been
completed and that personnel are ready for start-up and training on the
machine. The contractor shall supply installation instructions and
recommendations for basic placement of the equipment. The contractor
shall be available to verbally assist in the installation process. The
contractor shall provide on-site, a service technician to approve
installation and to perform initial start up of the installed
equipment. The contractor shall conduct on-site training for
maintenance and proper operation of the equipment including, test
functions of the above listed transmissions supplied by customer.
Initial start up and training performed by the contractor service
technician shall be accomplished in a time period not less than five
consecutive working days. The test stand will include all necessary
attachments, adapters, cables, hookups or converters to test on and off
highway manual and automatic transmissions. Specific kits required are
one each kit to include all adapters and hardware necessary to mount
and connect AT, HT and MT series Allison in on-highway configurations;
one each kit to include all adapters and hardware required to mount
and connect the GM 350/400 Turbo/Hydramatic transmission; one each kit
to include all adapters and hardware to mount and connect the manual
5 speed M35 series transmission; one each kit to include all adapters
and hardware to mount and connect the manual 5 speed M54/M800 series
transmission; one each kit to include all adapters and hardware to
mount and connect the 7155 CAT transmission (excluding shift tower and
umbilical cord); and one each kit to include all adapters and hardware
to mount and connect the Allison HT700 and CT700 off-highway
transmission. Delivery shall be 30 days after receipt of order. The
