324-5821 This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 90-46. This
solicitation is under the Simplified Acquisition Procedures (SAP) for
Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification is 3663, and the Business Size Standard is 750
employees. This will be a Firm-Fixed price contract for seventy-six
(76) Bird #4304A (25-1000Mhz/S-239) and seventy-six (76) CC1 case,
"Brand Name (Bird) or Equal" that meets the following salient
characteristics: Power Ranges: 5,15,50,150,500 watts no scale
limitations except power limited to 150 watts from 800-1000MHz;
Frequency Range: 25 to 1000MHZ; Accuracy: 25-100MHz, +7% of full scale
using correction charts; Insertion Loss: (with UHF Female connectors),
0.10db max., in 25-512MHz range, 0.15db max., in 512-1000MHz range, (QC
type); Element Broadband (25-1000MHz; 500W max) rotatable for forward
and reflected power measurements; Nominal Size: 6 7/8" x 5 1/3" x 3
5/8" (175 x 130 x 92mm); Weight: 3 lbs; Element: 50 watt max.,
broadband; Finish: Light navy gray baked enamel; Separately must be
calibrated with elements; CC-1 carry case; wattmeter & 9 elements;
measures both forward and reflected RF power levels in 50 ohm coaxial
transmission systems and performance stable to 1000MHz -- Warranty
Period one year -- FOB-Destination-Delivery to various locations within
the United States (addresses will be provided with purchase awardee) --
All bids shall be submitted to the address listed above no later than
4:00p.m., DST, July 15, 1997, and be clearly marked with RFQ #70323.

Also, all potential bidders are hereby notified that due to security
requirements, Federal Express, D.H.L., UPS, ETC., deliveries for the
FBI Headquarters facility are now received at an off-site location.
Therefore, the normal response time of 15 days has been extended to 20
days. The FBI has allowed (5) extra days from the release of this CBD
synopsis/solicitation for receipt of a bid. Bidders are hereby
notified that if your bid is not received by the date/time and at the
location specified in this announcement, that it will be considered
late. Each offeror shall include a completed copy of the FAR provisions
at 52.212.1 Instructions to Offerors -- Commercial Items (October
1995); clause FAR 52.212.2 Evaluation -- Commercial Items (October
1995); clause 52.212.3 Offeror Representation and Certifications --
Commercial Item (June 1996); clause FAR 52.212.4 Contract Terms and
Conditions - Commercial Item (August 1996) is incorporated by reference
and apply to this acquisition. Technical acceptability will be
determined solely on the content and merit of the information submitted
by the offeror in response to this notice. Fax proposals will be

solicitation number. A technically acceptable proposal must clearly
show that the offeror can meet the minimum requirement of the
