Securities, 18101 Von Karman Avenue, Irvine, CA, for the Intrusion
Detection Optical Communications System (MIDOCS 100A). The contract
will be a five year firm fixed price Indefinite Delivery Indefinite
Quantity type for a total of up to 180 systems; installation,
maintenance and training for the systems; and operator's and
maintenance manuals. This detection system shall have National Security
Agency Commercial Communication Security (COMSEC) Endorsement Program
(CCEP) certification. This system shall provide security of data
without the need for encryption (key management) and shall be able to
transmit data at a rate of 100 Mbps at a distance of up to 10
kilometers of link length with a bit error rate of 10-9 or less. The
systems shall be able to allow the transmission of voice, data, imagery
or video with full duplex operation. It shall weigh fifty pounds or
less and be mountable in a 19 inch rack or fit on a desktop. The system
shall be Fiber Distributed Data Interface (FDDI)-compatible and use
single mode fiber. It shall be operational from 0 to 40 degrees
Centigrade. The contractor shall be required to have a secure facility.
(See Notes 22 and 26). The U.S. Army Communications Electronics Command
(CECOM) has established an Electronic Bulletin Board (EBB) to provide
electronic transmittal of Request for Proposals (RFPs) and Invitations
for Bids (IFBs) from Government to Industry. All interested parties
wishing to do business with CECOM are invited to access, operate, send
and receive data from the CECOM EBB system. To become a user of the
EBB, you will need an identification code and password in addition to
a computer terminal equipped with the necessary hardware and software
to interface with the EBB system. A user's identification code and
password will be issued upon request along with instructions for
downloading the EBB User's Manual. All requests must include (1)
company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in
