Environmental Protection Agency (EPA) is seeking a contractor to
continue the operating of an existing network of air monitoring
stations that collect data for determining the deposition of dry acid
precipitation and wet acid precipitation and to expand that network
adding sites and extending into measurements of visibility, acid
aerosols, toxic pollutants, and perhaps factors related to global
climate and stratospheric ozone. The Base Program will consist of
operating Forty (40) of the current operational sites. Nineteen (19) of
these sites will include sampling for wet deposition. The options for
the completion portion will consist of Options A through F. Option A is
continuous ozone monitoring at the 40 base sites. Option B is
micro-meteorological measurements at 40 base sites. Option C is fine
particulate sampling and analysis at 25 sites. Option D is continuous
monitoring for NO and NOy at 25 sites. Option E is NH3 monitoring at 25
sites. Option F establishes CASTNet Monitoring Stations at
newlocations. The contractor shall be responsible for all aspects of
operation and establishment of the network including arranging for site
use and providing operators to service samplers, sample analysis,
transmit data and maintain equipment. The current network involves
collection of samples by drawing air through a filter pack and the use
of continuous ozone monitors and an array of meteorological equipment.
Each site is characterized by land use, leaf area, and other vegetation
factors. This will be done for new sites and updated for existing
sites. The contractor will procure, test, prepare, package, track and
ship sampling media to each site, and receive, store, extract,
chemically analyze and archive samples. Quality control procedures are
applied to field, laboratory and data collection operations and
confirmed by a quality control program. Data from field sampling,
operator observations, calibrations, and quality assurance checks, are
collected, validated, stored, and delivered to EPA. Data are analyzed
and interpreted and summarized in a report by the Contractor. Network
documentation related to procurement, testing, site selection,
installation, initiation, field operation, sample analysis, data
management, quality assurance, training, and any other documentation of
existing activities must be prepared, maintained and updated as
necessary. Expansion of the network will involve site selection,
assurances that site selection requirements are met, and establishing
new CASTNet monitoring stations in remote areas of the U.S. EPA
anticipates that up to 30 additional new sites may be added during the
course of the contract. RFP No. PR-NC-97-10300 for the effort, will be
issued on or about September 15, 1997 as full and open competition. EPA
anticipates the award of a Completion type effort to operate the sites
and Options A -- F and a Level of Effort (LOE) portion with work
assignments for a total of 57,000 labor hours consisting of a base
requirement of 10,000 for the LOE portion. In addition, the
contractwill allow for four twelve-month options as follows: Option I
-- 11,000; Option 2 -- 11,500; Option 3 -- 12,000; and Option 4 --
12,500. A pre-proposal conference will be held approximately two or two
and one half weeks after the RFP is issued. More information about the
pre-proposal conference will be provided in the solicitation. SIC No.
8733 applies; size standard is $5M in average annual receipts over the
last three years. This requirement is a follow-on to contract number
68D20134 with Environmental Science and Engineering, Inc., which will
expire on July 31, 1998. Proposals will be due sixty (60) days after
the RFP issuance date. The solicitation and amendments will be
available via the Internet World Wide Web at
http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the
solicitation and amendments via Internet. If you will be obtaining a
copy of the solicitation via Internet, it will be your responsibility
to frequently check the same site where the solicitation is posted for
any amendments. Firms who do not have the capability to obtain the
solicitation from Internet, may submit a written request for a diskette
with the solicitation in WordPerfect 6.1 format from the contact point
at the address above; however, only those firms who do NOT have the
capability to obtain the solicitation from the Internet should request
diskettes. Diskettes will not be sent to those firms who have Internet
access. If you request a diskette of the solicitation, you will receive
amendments by mail, unless you notify us otherwise. Only one copy shall
be sent to a corporate entity, regardless of the number of requests
from one or more different geographic locations. A copy of the
preliminary source list will be issued to all prospective offerors
along with the solicitation on the internet/diskette. All responsible
sources may submit a proposal which shall be considered by the Agency.
