DEVELOP AN INTEGRATED DIGITAL BATTLEFIELD DUE 071797 POC Dr. James Soos
Continuation of Engineering and Technical Services in support of CECOM
Research and Development Center (Headquarters, Special Projects
Office, and RDEC Directorates) in its ongoing efforts to develop an
integrated Digitized Battlefield. This continuing 24 month Small
Business effort will support CECOMs initiative to develop an integrated
Digital Battlefield and will entail, development of program plans,
acquisition strategies, domonstration scenarios (AWEs), requirements
reconciliation, systems analysis, independent analysis of performance
and briefing, white paper and staff study preparation. The current
digitization effort is a continuing program that is built upon the
previous digitization efforts that culminated in the Task Force XXI and
Division XXI experiments. In addition, the effort includes the CECOM
techbase development process to include the Project Reliance, joint
DARPA program, ATD's, program justification as well as an understanding
of the Joint Venture/Force XXI objectives and strategy, TRADOC Battle
Lab function and role, and be familiar with the Joint Battle Center
initiatives to demonstrate the operational effectiveness of the Joint
Architecture. Furthermore, the effort includes familiarity the
Technical Architecture and Enterprise Strategy and the CECOM Modeling
and Simulation efforts to establish and mature the Army Digitization
Architecture. Interested bidders who feel that they can qualify to
perform this work should provide detailed supporting information to the
POC. Qualified contractors must demonstrate a continuity of involvement
with prior and current phases and levels of the Task Force XXI effort,
including Focus Dispatch, Warrior Forcus, NTC-94-07, Task Fiorce XXI
and Division XXI, as an essential capability and requirement. The
ability to immediately continue ongoing activities with available
experienced personnel and essentially no learning curve is a primary
consideration. The successful contracator will be excluded from any
other efforts related to hardware of software acquisition or
development of any current or future Battlefield Digitization prducts.
The exclusion will also apply to ongoing digitization related efforts
that have a potential for continuation or extension. Interested
parties shall provide proof of qualification NO LATER THAN 15 days from
date of publication. Only written communication will be evaluated and

Potential bidders will be further evaluated via written questions. The
Government reserves the right to terminate the effort without issuing
