set aside for firms currently in the Small Business Administrations
(SBA) 8(a) Program in SIC Code 8713. An Indefinite Delivery Type
contract will be awarded for a base period and may include two
additional option periods. The contract amount will not exceed $400,000
in any period. The base period and option periods will not exceed one
year each, but option periods may be excercised when the contract
amount for the current period has been reached. Task Orders will be
issued from time to time as the need arises during the contract period.
The amount of the Task Orders will not exceed the contract amount in
any period. Contract award is anticipated in November 1997. Types of
services required will include surveying and reports. Allocation of
task orders from among firms with IDT contracts for similar work will
be based on the following factors: specialized knowledge or expertise
which would significantly benefit a specific customer or enhance
execution, past experience with a specific customer or knowledge of the
locality, availability of appropriate staff, performance on previous
task orders, magnitude of task order relative to remaining contract
capacity, equitable workload distribution. PROJECT INFORMATION: The
Omaha District Survey, Mapping, & GIS section is seeking an indefinite
delivery type contract for boundary surveying within its civil and
military boundaries of responsibility. This area can be generally
defined as that area between the Mississippi River and the Rocky
Mountains; and between the Canadian border and the southern Colorado
state border extended eastward. Work will be on privately owned
property and government owned property to include military
installations. Survey requirements will consist primarily of
retracement surveys, but may include original subdivision work as well.
Courthouse research to identify adjoiners, outgrants, and easements
will be required. The ability to place the boundary survey in the
appropriate State Plane Coordinate System (SPCS) is required. Knowledge
of Riparian law is essential. Very often, retracement surveys will be
required to determine location of boundaries originally established 60
or more years ago. Interested firms must employ registered land
surveyors to supervise work and file plats of record. Firms need not
have surveyors licensed in all states, but must indicate methods of
obtaining services of a licensed surveyor to perform work in all states
of concern. Plats will be required to be prepared in Intergraph CADD
format and electronic Intergraph CADD files will be deliverables on all
delivery orders. Firms must demonstrate proficiency in use of state of
the art electronic survey equipment. Capability to use Global
Positioning System (GPS) survey techniques in boundary surveying is
required. SELECTION CRITERIA: Criteria for selection, in order of
importance, are: (a) Recent specialized experience and technical
competence of the firm (including consultants) in: (1) Completion of
complex retracement surveys in SPCS and other coordinate systems and
records research as described in PROJECT INFORMATION above. (2) Ability
to produce Intergraph CADD electronic plats fully compatible with
Intergraph NT system 5 microstation 32, version 5.0 or later. (3)
Ability to utilize the latest surveying equipment, to include GPS, in
completion of surveys. (4) Producing quality products as evidenced by
the firms quality control procedures outlined in the Management Plan
(see SUBMITTAL REQUIREMENTS). (5) Effective coordination and management
of the project team, including consultants as outlined in the
Management Plan. (b) Professional qualifications and specialized
experience in providing services similar to those listed above of the
proposed team members (including consultants) in the following
disciplines: licensed land surveyor, survey party chief, and CADD
specialists. (c) Capacity to accomplish the work in the required time,
including adequate equipment, number of key disciplines listed in
paragraph b above, and ability to provide more than one survey crew at
any one time. (d) Past performance on previous contracts with respect
to cost control, quality of work, and compliance with performance
schedules. (e) Location in the general geographic area of the Omaha
District. (f) Volume of DOD contract awards in the last 12 months with
the object of effecting an equitable distribution of DOD A-E contracts
among qualified A-E firms. SUBMITTAL REQUIREMENTS: Solicitation
packages are not provided for A-E contracts. This is not a request for
proposal. Firms desiring consideration must submit two copies of a
combined SF 255 and separate SFs 254 for prime and each consultant. To
be considered, submittals must be addressed as follows: U.S. Army
Corps of Engineers, Omaha District, CEMRO-ED-C, ATTN: John M. Miller,
215 N. 17th Street, Omaha, NE 68102-4978. Submittals must be received
no later than 4:00 PM, CDT on July 28, 1997. In block 10 of the SF 255,
provide the following: (a) Management Plan. The plan should be brief
and include an explanation of the firm's management approach,
management of subcontractors (if applicable), specific quality control
procedures used and an organizational chart showing the
inter-relationship of management and various team components (including
subcontractors). (b) The firm's present workload and the availability
of the project team (including consultants) for the specified contract
performance period. (c) A list of surveying and CADD equipment
available to the team. (d) A letter from the SBA confirming the firms
status in the Section 8(a) program. In block 3 of SF 255 provide the
submitting firm's number (six or seven digits) assigned by the North
Pacific Division, U.S. Army Corps of Engineers, for the
Architect-Engineer Contract Administration Support System (ACASS) and
the firm number for any consultants in block 6 of the SF 255. If
