Process: Ron Adam, 202-565-4181 Applications are invited from
engineer/architects or engineering firms to provide professional
services for the project, "Seismic Inventory of VA Buildings". The
selected firm will be expected to perform the following tasks: (1)
Assemble an electronic database of an inventory of VA-owned buildings,
in accordance with the instructions contained in Executive Order
12941, dated December 1, 1994; ICSSC RP4, Standards for Seismic Safety
of Existing Federally Owned or Leased Buildings and Commentary; ICSSC
RP5, ICSSC Guidance on Implementing Executive Order 12941 on Seismic
Safety of Existing Federally owned or leased Buildings; and, ICSSC
TR-17, How-To Suggestions for Implementing Executive Order 12941 on
Seismic Safety of Existing Federal Buildings, A Handbook. (2) Provide
recommendations to Director, Facilities Quality Office (FQO), as to
those buildings at all VA Medical Centers that should be designated as
"Exceptionally High Risk", and "Essential". (3) After receiving
concurrence from the Director, FQO, on Task (2) above, complete the
database for all high risk/high priority buildings as outlined in ICSSC
TR-17. The cost figures shall be obtained by evaluating solutions and
adjusting estimates previously completed in the mid seventies and
eighties. (4) At the government's option, the taking of digital
photographs of buildings and the preparation of building location plans
of the facilities may be required. The VA will provide a list of
buildings owned by VA (approximately 5,000) in electronic form,
including summary of Phase I and II seismic studies (hard copies) of
buildings (approximate number = 1,000) in moderate to high seismic
areas. The summary lists seismic vulnerability categories, along with
retrofit cost. VA will also provide updated building location plans of
48 medical centers (in AUTOCAD, INTERGRAPH and MICROFICHE), and
building location plans of the remaining 123 medical centers, dated
1980, available in MICROFICHE. The electronic data base shall be
developed as shown in ICSSC TR-17, and delivered in Microsoft Access
format. Verification of all pertinent information shall be made by
contacting VA facilities' personnel. Because the potential cost
implications of corrective actions in Zones 3 and 4 are much greater,
it may be necessary to visit those sites to verify the data furnished.
Deliverable items shall consist of: (a) four hard copies and two
electronic copies of the database of VA owned buildings; (b)
explanatory notes, if required; and, (c) support documentation. All
items shall conform to the definitions and requirements contained in
the documents, listed in (1) above and in the "Scope of Work", Item 1.
An inventory of leased buildings may be required at government's
option. Only firms with appropriate in-house engineering services will
be considered. Copies of the above referenced material may be obtained

565-5454]. No firm will be considered unless an application, consisting
of a completed SF255, and such other evidence of experience and
capabilities of the applicant considers relevant is received by the VA
A/E Evaluation & Program Support Service within 45 days of the date of
this advertisement. A current SF254, representing and differentiating
between the personnel, experience and capabilities of all involved
offices, must be included with the application together with current
SF254s for each proposed consultant's office involved. Applications
will be rated based on the relevant experience of both the firm(s) and
assigned individuals, the applicant's capacity to do the work, record
of past performance on VA work and the inclusion of minority-owned and
women-owned consultants. Award of a contract is dependent upon the
availability of funds. This is not a request for a proposal. If
subcontracting opportunities exist and the submitting firm is not a
small business, the small, small disadvantaged and women-owned business
subcontracting goals will be 40% (SB), 7%(SDS), and 5% (WOB)
respectively of the amount of work consulted out. Note: the "covenant
against contingent fee" clause is applicable to this solicitation.
