The National Institute of Standards and Technology (NIST) intends to acquire from Structural Dynamics Research Corporation (SDRC), Software Products Marketing Division, Blue Bell, PA, further customized software development. SDRC began development in phase I, under a predecessor contract with the NIST, of translator source code analogous to source code of SDRC's I-DEAS software, licensed for the NIST's use on a perpetual basis and which copyright protects. In the second and final phase, the contractor shall complete development of a software module which provides an interface between the SDRC I-DEAS CAD software, and the NIST-developed finite element simulation of the Resin Transfer Molding (RTM) process called CRIMSON. This module provides an interactive, graphical user interface for setting material properties, fluid properties, boundary conditions, and all other information necessary to run a simulation using CRIMSON. In addition, the interface enables the user to launch and monitor a CRIMSON simulation, and automatically view results in I-DEAS when complete. Specifically, the contractor shall modify the existing interface to account for enhancements to the NIST CRIMSON program which enable the modeling of non-isothermal RTM, the injection/compression RTM process, and other more minor changes which will enhance the user-friendliness of the system. The contractor shall also supply the Open I-DEAS software libraries required for NIST programmers to make custom changes to the software interface after the project is complete. Major tasks include: I. Software Design -- A. The contractor shall provide continued development of a software module which provides an interface between the SDRC I-DEAS CAD software, and a NIST developed finite element simulation of the Resin Transfer Molding (RTM) process called CRIMSON. B. The initial interface program is written in the "C" language for the Unix/X/Motif environment using the UIM/X GUI Builder, and the I-DEAS Open Data FEM and Open Link toolkits. Open Data FEM allows direct access to I-DEAS Model File data, Open Link allows the client program to send commands to I-DEAS. C. In the continued work, the interface shall be ported to the Silicon Graphics, Inc., RapidApp GUI Toolkit. The calls to access the model file data and send commands to I-DEAS shall be done using Open I-DEAS, the latest version of the SDRC "Open Architecture" libraries, which encompasses both the Open Data FEM and Open Link products. D. The contractor shall deliver all specific products and versions compatible for use on a Silicon Graphics, Inc., Octane workstation. II. Software Additions -- A. The contractor shall create a new data entry dialog box for specifying properties and data necessary for running an injection/compression simulation with CRIMSON. The NIST shall help the contractor define what specific data and property needs are required for input to CRIMSON. The contractor shall create a new dialog box panel which pops up upon initial execution of the program interface. This dialog shall allow the user to either enter a new "job name" and "data set run number," in such quantities as the first interface defines, or to open an existing job file. C. The contractor shall provide the capability for the interface to load time-dependent contour data into I-DEAS. D. The contractor shall modify the interface so that it can read the new CRIMSON plot file format into the relational database manager. E. The contractor shall provide the ability for the user to customize various settings through the use of a run-time loadable defaults file. F. The contractor shall provide enhanced ability to monitor a CRIMSON simulation currently in progress which has been started from the interface. III. Miscellaneous -- A. The contractor shall supply the Open I-DEAS software libraries required for the NIST programmers to make custom changes to the software interface after the project is complete. B. The contractor shall provide ninety (90) day warranty period on all deliverables. This notice is NOT a request for competitive quotations. The NIST intends to solicit one source under authority of FAR 13.106-2(a)(5), which authorizes contracting without providing for full and open competition when only one source is reasonably available. However, interested parties may identify to the Contracting Officer their written interest and capability to satisfy the Government requirement within 15 days after the date of this synopsis. The capability statement must provide adequate evidence substantiating the capability to accomplish this customized software development. The NIST must receive all of the above on or before the specified date to determine whether to open this requirement for competition. A determination not to compete this proposed contract based upon responses received to this notice lies within the sole discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0176)
