J -- C-5 FLAP SYSTEM SOL F41608-97-00000 DUE 070897 POC For copy, Fax request to LAKA at (210)925-8812, For additional information contact Borrego, R./laka/[210]925-5434 The USAF is conducting market research to find a source to 1) provide engineering services for and 2) to manufacture certain components of the C5 FLAP SYSTEM of the USAF C-5 transport aircraft. This system is a secondary flight control actuation system used to extend and retract the trailing edge flaps of the C-5 transport aircraft. This system is comprised of 1 power drive unit, 2 asymmetry detector brakes, 1 slat clutch brake, 24 jack screw assemblies, 106 torque tubes with u-joints, 24 actuator gearboxes, 3 step and angle gearboxes and 39 hanger and bearing assemblies. The 100 hp power drive unit provides actuation power not only to the flaps but also to the slats through torque tubes and a clutch brake to the slats. These components comprise a shipset of 200 components or Line Replaceable Units (LRUs). This C-5 FLAP SYSTEM was originally designed and built by the SPECO CORPORATION of Springfield Ohio. The firm is no longer in operation, having been completely liquidated by bankruptcy. As a result of the bankruptcy and the Government settlement agreement, the USAF obtained possession of the following assets from SPECO CORPORATION: 1) C-5 flap drive system drawing package 2) bills of material 3) specifications listing 4) tooling and tooling drawings 5) fixtures 6) process documentation 7) historical records and 8) specialized test equipment built by SPECO. These items are stored at the San Antonio ALC/Kelly AFB Texas. The Government makes no representation that these assets constitute all that is required to maintain and/or manufacture the C-5 FLAP SYSTEM. Neither does the Government make any representation that the special tooling, fixtures and test equipment are in a condition to manufacture any component. The USAF is proposing to award a requirements contract with a minimum 5 year period of performance whereby the USAF would convey the above assets to the successful contractor in an "AS IS" basis. The contractor would 1) review/catalogue/update the drawings 2) review/catalogue/update process sheets 3)inspect/catalogue/repair/upgrade and/or (if required) manufacture tooling and fixtures 4) inspect/repair/upgrade and/or (if required) manufacture special test equipment 5) manufacture selected components of the FLAP SYSTEM. The contract is to be awarded IAW source selection procedures. Market research will determine if the Government's need may be met by a type of items or services customarily available in the commercial marketplace that would meet the definition of a commercial item at FAR Subpart 2.1. The solicitation will be issued at a date tobe determined by market research. A separate Commerce Business Daily notice will be used to advertise the actual solicitation. A pre-solicitation conference will be held on 08 July 1997 at the SAN-ANTONIO AIR LOGISTICS CENTER/KELLY AFB TEXAS. The address is given in item 7 above. The contracting officer is Richard Borrego and may be contacted at item 11. The purpose is to 1) develop/identify sources 2) have participants review/inspect SPECO assets stored at SA-ALC 3) have participants provide information pertaining to their management/engineering/production capabilities for this requirement. The pre-solicitation conferenceshall not be used as a method for the prequalification of potential contractors. All participants are to contact the contracting officer by 03 July 1997 by FAX. Detailed instructions will then be sent to all who respond. The approximate issue/response date will be 08 Jul 97. No telephone requests.
