Patricia Hill, 0611-816-2620 (Site Code DACA90) a. Description of Work.
Under a Requirements contract, provide services under individual task
orders for the installation of playground equipment (Government
Furnished Property) and resilient landing surfaces for various
locations within the jurisdiction of the U.S. Army, Europe (USAREUR).
The contract shall be for a one year period with options to extend the
term of the contract for an additional two years. The estimated total
contract value for the basic year and two option years is $9 million
(basic contract year -- $3 million; Option year 1 -- $3 million; and
Option year 2 -- $3 million). Funds to be used shall be provided prior
to the issuance of each task order. The site specific Specifications
for the complete installation of the playground equipment and resilient
landing surfaces shall be provided under each task order for each
location and shall provide the performance period for that task order.
Special Conditions and Special Technical Requirements will be provided
in the Solicitation. b. Background. The work requirement has been
established under the USAREUR Child Development Center (CDC) Playground
Upgrade Project which includes the total site-outdoor environment
design, landscaping, surfaces, equipment, activity centers for children
and adults, storage units, and utilities. The specifications for the
design concepts, safety criteria, construction quality, and materials
requirements are set forth in AR 608-10 dated Feb 1990 and the Standard
Designs for Army Child Development Centers and Outdoor Play
Environments. Public Law 101-189, Nov 1989 -- The Military Child Care
Act mandates those criteria and standards be followed. All aspects of
the playground equipment, plan, and surfacing must conform to the
specifications and intent of the US Army Standard Designs for Child
Development Center (CDC) Outdoor Play Environments and be approved by
ODCSPER Child Development Services. U.S. safety standards for
playground equipment and safety surfacing are outlined in the Consumer
Product Safety Commission Guide (CPSC), American Society for Testing
and Measurement (ASTM), and the Accessibility Guidelines for Americans
with Disabilities Act (ADA). AR 608-10, Child Development Services and
the Military Child Care Act, mandate all CDC playground designs and
equipment meet the American standards. Over the past five to ten years,
USAREUR has had an unsuccessful history regarding playground safety
standards compliance. It is imperative that a contractor who has a
demonstrated record in all aspects safety standards compliance and can
render complete certification with all standards for design,
equipment, and installation be used to correct CDC playground
deficiencies. The successful contractor shall be required to certify
the installation of the playground equipment and resilient landing
surfaces in accordance with the CPSC, ASTM, and ADA. The successful
contractor must be able to conform to the specifications and intent of
the US Army Standard Designs for Child Development Center Outdoor Play
Environments and be approved by ODCSPER Child Development Services
(CDS). The purchase of the playground equipment that shall be furnished
to the contractor for installation shall be made under GSA Contract No.
GS07F-6337A with Grounds For Play, Inc., 3501 Avenue E. East,
Arlington, TX 76011. Grounds For Play, Inc. was selected to provide the
playground equipment because Grounds For Play, Inc. was found to be
able to conform to the specifications and intent of the US Army
Standard Designs for Child Development Center Outdoor Play Environments
and was approved by ODCSPER CDS. c. Source Selection Procedures.
Competitive negotiated procedures shall be used in this acquisition.
Evaluations criteria shall include: past performance/experience;
evidence of ability to certify the installation of the Government
furnished playground equipment in accordance with the U.S. safety
standards for playground equipment and safety surface outlined in the
CPSC, ASTM, and ADA; and price. All responsible sources may submit a
proposal which will be considered. d. Contracting Considerations. A
requirements contract was selected because of the need for (1)
flexibility in both quantities and delivery scheduling and (2) ordering
of services after the requirements materialize. e. Solicitation
Documents. Solicitation documents will be issued upon receipt of your
affirmative response to this Solicitation notice by the 14 Jul 97.
