Directorate of Contracting at Fort Belvoir, Virginia, seeks sources
from Historically Black College and University (HBCU) or Hispanic
Serving Institution (HSI). The Army Acquisition Corps (AAC) is
interested in establishing a senior course for the military (active
duty, reserve and guard) and civilian acquisition professionals,
specifically a Senior Service College Fellowship Program (SSCFP), with
an accredited institution of higher education. The SSCFP will be a
10-month program which focuses on the relationships between national
security policy and process, science and critical technologies, DoD
industrial base policy and base and acquisition reform initiatives. A
practical exercise (simulated) module will serve as the SSCFP
"capstone" event by integrating national security, industrial policy,
industrial base issues and the Army's critical technologies into
realistic replication of role playing. The module must have different
sets of international crisis-response exercises which simulate, ata
minimum, Operation Desert Storm, Somalia, North Korea, Bosnia, and
Middle East countries. SSCFP instructor personnel must have experience
in teaching in a military academic environment to be able to relate
national security, strategic planning and Army acquisition management
curriculum to Fellowship students. Facilities must be provided to allow
for briefings/discussions up to and including SECRET security level.
The facility must provide space for briefings and discussions. office
space, furniture, equipment, administrative and logistical support to
include access to telephones, local area networks (electronic mail) and
connectivity to the Internet must be provided. Interested HBCUs or HSIs
who believe they are capable of establishing a Senior Service College
Fellowship Program should submit a concise written narrative asserting
