This requirement consists of laundering and dry cleaning government owned linen and clothing at the contractor's facility. Repair of items with minor rips, tears, open seams, missing buttons, and zippers. Resulting contract will be a requirements contract that requires pickup and delivery on a daily basis with a 24 hour turnaround time. The contemplated contract is for a basic contract period (1 Oct 97 -- 30 Sep 98) with four one year option periods (1 Oct 98 -- 30 Sep 99; 1 Oct 00 -- 30 Sep 01; 1 Oct 01 -- 30 Sep 02). This contract is subject to the Service Contract Act, and the place of performance was unknown when the solicitation was issued. In addition to places or areas identified in wage determinations, if any, attached to the solicitation, wage determinations have also been requested for the following: Delaware, Maryland, New Jersey and Pennsylvania. The contracting officer will request Wage Determinations for additional places or areas of performance if asked to do so in writing by4:00 on 12 Aug 97. Offerors may still submit proposals even if wage determinations have not been attached or requested. However, a wage determination shall be requested and incorporated in the resultant contract retroactive to the date of contract award, and there shall be no adjustment in the contract price. If after initial evaluation of offers the lowest priced technically acceptable offer is judged to have a low performance risk, the contracting officer may award at that point if the solicitation authorizes award without discussions.
