Stockelman/Rakbs/[937]255-3174 Item 0001 NSN 16PC- -- - The United States Air Force Aeronautical Systems Center Reconnaissance Systems Program Office Contracting (ASC/RAKBL), Wright-Patterson AFB OH, is contemp- lating contracting for a replacement Forward Looking Infrared (FLIR) System for the Air National Guard C-26B Aircraft. The solicitation is anticipated to be issued by 24 Jul 97. A fixed price contract is expected. Projected funding is approximately $5.5 million for this effort. The candidate system will be a current "state-of-the-market" second or third generation detector technology, commercial and non-developmental item providing the most mission effective total solution and emphasizing improved performance and reliability against price as the best value to the government. The delivered equipment shall con- sist of eleven installed and fully integrated systems and two complete spares. Installation and integration will be performed by a prime contractor with support from the vendor. The FLIR delivery schedule must support the C-26B ea. Destn: Wright Patterson Afb Oh 45433. Item 0002 NSN 16PC-1 -- - modification schedule. Delivery of the first system is required no later than 8 Dec 97. Follow-on systems must deliver at a rate of one system per month thereafter. Source codes and interface data must be releasable to a prime contractor for integration. Commercial operator and maintenance manuals are required. The mission envelope for the system is as follows: maximum altitude, 20,000 ft; maximum airspeed, 300 kts; maximum operating airspeed, 240 kts over a wide range of climatic weather conditions which shall include all combinations of high and low humidity, hot and cold temperatures, both day and night. The FLIR sub-systems will include a Thermal Image System (TIS), color TV, and Laser Range Finder co-located in a single gimbal turret, plus associated electronic units (LRUs). The turret outside diameter must not exceed 16 inches in order to fit or be adapted to the existing pod and it must weigh less than 145 pounds. The user must be able to easily monitor ea. Destn: Wright Patterson Afb Oh 45433. Item 0003 NSN 16PC-2 -- - utilization lapse time. The system must be fully controllable via a 1553 Bus. The total system including the turret LRU's and cabling must weigh less than 200 pounds. Excluding the turret, all components, including racks and cables, must fit within a space of 8" X 14" X 22" (h, w, l). Power requirements must not exceed 28VDC, 30 Amps and 115VAC, 400Hz single phase, 5 Amps. The system must use the existing Situation Awareness Display (SADS) handgrip without modification to the handgrip. The TIS, color TV and laser must all be bore- sighted together. The gimbal stabilization must be optimized to detect and recognize a man-sized (.5m X 2m) targets at 30,000 ft slant range. The turret must rotate a full 360 degree in azimuth field of regard and elevation cover- age above 0 degrees level elevation and beyond -90 degrees (NADIR). Automatic rate aided tracking and inertial tracking of ground fixed points is required. The ability to accept remotely defined data annotation is required. The array ea. Item 0004 NSN 16PC-3 -- - must have the best available resolution and reliability, provide high quantum efficiency and pixel uniformity in the 3-5 Fm band while also meeting the mission performance requirement in the 8-12 Fm band. Wide angle coverage is required with little or no moving mechanisms. It must have a minimum of three fields of view and be black/white hot selectable. The Modulation Transfer Function (MTF) and Noise Equivalent Temperature Difference (NETD) combined must result in a Minimum Resolvable Temperature Difference (MRTD) that provides thermal sensitivity and spatial resolution to detect and recognize a. 5m X 2m man size target from other thermal sources or the background at 30,000 feet slant range under clear visibility weather conditions. The color TV must pro- vide RS-170 video output. It must have continuous zoom and be automatically matched with the TIS field of view. A 25X minimum magnification is required for aircraft to target standoff. The laser rangefinder must have a minimum range ea. Destn: Wright Patterson Afb Oh 45433. Item 0005 NSN 16PC-4 -- - capability of 10km, +/-5m accuracy. It must be Class 1 eyesafe IAW American National Standard for the safe Use Lasers: ANSI-Z136.1-1993. It should operate at a frequency of 1.54 milliradians, nonvisable. A fielded operationally demon- strated MTBF of greater than 750 operating hours is required. The vendor must be willing to offer a 1 year warranty from the date the system is actually in- stalled, not delivered. The warranty start date for spares will be calculated from the same date as the warranty start date for the last installed system. An optional extended warranty is required. The vendor must provide a 14 day maxi- mum repair/replace turn around time, after receipt of the broken item at the vendors facility. A LRU troubleshooting, removal, and replacement training course for the maintainers is required at each of the 11 operating locations. An Ombudsman has been established for this acquisition.
