210-671-5063 This is a combined synopsis/solicitation for commercial
items, prepared in accordance with the format in FAR subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation: proposals are being
requested and a written solicitation will not be issued. However, as
one drawing is a part of the item description, all interested parties
should request copies of the drawing by FAX or mail; no oral requests
for the drawing will be accepted. This solicitation is issued as a
request for quote (RFQ). Submit written quotes (no oral ones), on
requisition F41636-97-Q1418. Manufacturer name and the Model number of
components to be installed shall be provided with quote, along with
any technical literature on the systems used. If installation/setup
labor exceeds $2,500, the Service Contract Act applies to wages paid on
that labor. This procurement is restricted to small business. This
solicitation document incorporates provisions and clauses that are in
effect through Federal Acquisition Circular 90-46. Standard Industrial
Code (SIC) is 1731. Furnish and Install: One military parade field
Public Address/Sound System, as described in the following SOW. (1.0)
Project scope. All work shall be in conformance with the requirements
specified herein including the furnishing of all materials, labor,
plant, tools, equipment, and services necessary and incindental
thereto. The work required to be performed by the Contractor consists
of, but is not limited to, the following principal items: (1.1) General
information: This Public Address (PA)/Sound System is to provide a high
quality system capable of supporting both voice and musical
reproductions. System installation will be aesthetically pleasing,
providing full back-up capability while allowing for future
modification or component replacement. This system should be capable of
easily achieving high sound pressure levels without distortion. (1.2)
Perform all assembly of equipment, wiring interconnects and soldering
of wires to jacks, devices, terminals or equipment, using only
technical employees who are trained and experienced in the installation
of sound equipment and its interconnection.. (1.3A)Required at time of
offer: Sufficient descriptive literature to show that that equipment
offered meets the performance characteristics specified. (1.3B)
Required before final acceptance and payment: Product data for each
item installed. Also provide complete owner's manuals at:the time of
completion of installation and final system acceptance. Provide
detailed wiring diagram for power, signal and control, differentiating
clearly between previously installed government wiring and wiring
installed by contractor. Identify terminals to facilitate installation,
operation and maintenance. (1.4A) Installer qualifications: must have
at least one year experience in installation and maintenance of sound
equipment equal to that required for this project. (1.4B) provide a
list of at least three references, including points of contactand phone
numbers, for systems installed similar to this project within the past
48 months. (2.1) GENERAL: The following sections specifically list the
acceptable parameters for system performance. Some equipment items are
suggested by make/model to clarify operational needs and expectations
that need to be met or exceeded.(2.2A) System will be configured with
a complete back-up (excluding speakers) in a manner to provide
instantaneous cutover to backup system. Speaker cabling will be housed
in PVC underground, running to a point along the bleacher side of the
bomb run (paved area) as indicated in the drawing. This will require
the contractor to trench in the area. The conduit that will be
installed will also have to run underneath existing sidewalks. Speaker
cable will be terminated in weather proof junction boxes installed in
the bushes along the bomb run. (2.2B) System should have enough power
to produce audible sound levels at any point without distortion or
echo. There will be a minimum of eight (8) speakers spaced to cover the
bleachers and a minimum of two (2) speakers on either end of the bomb
run (paved area) to provide adequate sound levels to troops on the
Parade Field. There should be enough reserve capacity to handle live
music at the same levels. System will include (but is not limited to)
a Compact Disc and Cassette player. (2.2C) A lockable weatherproof
enclosure with rack mounting and temperature and humidity control shall
be installed in the area indicated in the drawing. This will house all
electronic equipment. (2.2D) Base Civil Engineering will provide a
concrete footing for the above enclosure. They will also provide three
(3) isolated 120 VAC 20 amp power sources. (2.2E) A professional 16
channel sound reinforcement mixing console (Mackie type) should be
installed in the enclosure to provide easy access for operational
purposes. A separate power supply is required. The output section shall
be a four subgroup, times two (L&R) Master out. Each channel shall have
the following: (1) Low and High Impedance inputs (2) Insert for each
channel (3) A three band equalizer with a sweepable Mid Range (4) Two
Auxillary buses with assignable Pre and Post Fade switches. (5) A mute
switch. (6) PFL capabilities. (2.2F) Speakers and equipment rack
installation must conform to the design aesthics of the existing
facilities. Speakers must be colored and installed so as to be as
transparent as possible to the viewing audience. Monitor speaker will
be provided in the equipment enclosure.(2.2G) Existing reviewing stand
speakers will remain in place and be connected to new system.
Contractor will be responsible for moving and interfacing into the new
system all existing electronic components required to run the
reviewing stand speakers. This is the only part of the existing system
that will be reused. (2.2H) The system will be equipped with four
wireless lavalier microphones. Two of these will be UHF frequency
switchable. All lavalier type microphones must be able to operate
without distortion or cut out at distances up to 500 feet from the
receiver. (2.2I) The existing system will remain operational.
Contractor will not be allowed to have the area torn up on any Friday
during the installation. The system has to be operational for Basic
Military Training Parades on every Friday. (3.0) Training: Provide
system training to the Basic Military training Personnel and/or their
designated representatives upon completion of installation. (4.0)
Provide as a minimum, the standard commercial warranty provided to any
other commercial customer. (4.1) Contractor will be required to have
an Air Force Form 103 (Digging Permit) before any trenching or digging
can take place. (4.2) Any vendor requiring a site visit prior to
submitting a bid can contact Tsgt Goudreau at 671-2319. Site visits
will be limited to either 3 July or 8 July, unless another date can be
arranged. (5.0) TIME OF PERFORMANCE: From the time of award of the
contract, Contractor will have 35 days to complete installation, final
testing and training. (End of SOW) Notethat the provisions at FAR
52.212-1, Instructions to Offerers -- Commercial Terms, applies to this
acquisition. And the clause at FAR 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive Orders --
Commercial Items, applies to this solicitation. Specifically the
following clauses cited are applicable: FAR 52.222-26, Equal
Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and
Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped
Workers. The clause at DFARS 252.212-7001, Contract Terms and
Conditions required to implement Statutes or Executive Orders
applicable to Defense Acquisition of Commercial Items, applies to this
solicitation. Specifically the following clauses cited are also
applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment
Program. Offerers must include with their offer a completed copy of the
provisions at FAR 52.212-3, Offeror Representations and Certifications
-- Commercial Items, and DAFRS 252.212-7000, Offerors Representations
and Certifications -- Commercial Items. Award will be based on
evaluation of requirements capability, lowest price, responsible offer.
Quotes must be sent in writing (no oral quotes), to the Point of
Contact indicated above. Quotes are required to be submitted not later
than 2:00PM (CST), 11 July 97, and acceptance must be good for 60
days. Award is anticipated to be made on or about 30 July 97. All
responsible sources that are small businesses may submit an offer,
which, if timely received will be considered by this agency.**** .
