to award a contract on a sole source basis to Lockheed Martin Missiles
and Space Company for the Ion Optics Elements for the Low Energy
Neutral Atom (LENA) Imager Instrument for the Imager for
Magnetopause-to-Aurora Global Exploration (IMAGE) Mission. The
statutory authority permitting other than full and open competition for
this procurement is 10 U.S.C. 2304(c)(1), Only One Responsible Source.
Lockheed was selected in April 1996 as a co-investigator on the Image
mission team as a result of NASA Announcement of Opportunity
AO-95-OSS-02 for Medium-class Explorer Missions. Lockheed has completed
the definition study and commenced the design and development effort
under a subcontract to Southwest Research Institute (SWRI), the Image
mission prime contractor. This procurement action is to allow NASA/GSFC
to contract directly with Lockheed for the required items instead of
subcontracting via SWRI. The items will be used in the GSFC-developed
LENA Imager instrument. The items include the ion extraction lens, the
electrostatic analyzer and the ion optics base plate, integrated into
a single unit, and associated testing, verification and data analysis
support. The delivery schedule for the items is January 1998. As a
result of the extensive knowledge gained during its previous
involvement in the LENA effort under subcontract to SWRI, its
successful completion of LENA ion optics definition study, and its
ongoing LENA ion optics design and development effort, Lockheed is
considered uniquely qualified and the only source with the experience
and expertise capable of performing the remaining design, development,
testing and verification effort within the current Image schedules.
Interested firms desiring consideration have 15 days from publication
in the Commerce Business Daily (CBD) to submit their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses received after 15
days without the required information will be considered nonresponsive
to the synopsis and will not be considered. A determination by the
Government not to compete this proposed contract, on a full and open
competitive basis, based upon responses to this notice, is solely
within the discretion of the Government. All responsible sources may
submit a proposal which shall be considered by the agency. See Number
