The National Institute of Standards & Technology (NIST) intends to negotiate with Integrated Network Systems Corporation (INSCO), Fort Washington, MD, on a sole-source basis to continue systems integration and development for NIST's National Quality Program (NQP). NIST intends to extend the on-going project on a sole source basis in accordance with Federal Acquisition Regulation (FAR) 13.106-2(a)(5) due to the fact that all of the initial design, configuration, implementation, and maintenance has been performed by INSCO. Award to another source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would result in unacceptable delays in fulfilling the agency's requirements.. Tasks will include configuration of additional workstations, relocation of existing server, migration to Windows NT Server from existing Novell Server, Network trouble-shooting, and general technical support on an as-needed basis. Period of performance is expected to be sixteen months. Simplified acquisition procedures (request for quote) shall be used to make award. Anticipated award date is July 15, 1997.This notice is not a request for quotations. However, interested parties may identify their interest and capability to satisfy the Government's requirement within 15 days of this notice. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the contracting officer.
