R -- DEFENSE IEMATS REPLACEMENT COMMAND AND CONTROL TERMINAL (DIRECT) SYSTEM POC Dale M. Pease, Contracting Officer, 617-377=6395. Notice of Contract Action (NOCA). The Electronic Systems Center (ESC) of the Air Force Materiel Command (AFMC) intends to award a Firm-Fixed-Price contract to produce, ship, and install the Defense IEMATS Replacement Command and Control Terminal (DIRECT) System, a replacement for the Improved Emergency Message Automatic Transmission System Command and Control Terminal, as described in the "Sources Sought", as published in the Commerce Business Daily on 7 April 1997. The Government intends to award a sole-source contract to GTE Government Systems Corporation, 77 "A" Street, Needham Heights, MA 02194-2892. The authority for negotiation is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source. The development of a complete reprocurement data package for the DIRECT system, including level-3 drawings, will not be complete or available at the time of contract award. The Government intends to utilize the "One-Pass" acquisition process to jointly develop the program requirement documents with the contractor prior to the development of a proposal. The Government intends to award a contract by January 1998. However, if a firm believes it is capable of fully satisfying the Governments requirements, they may identify their interest and capability to meet the screening criteria contained in the original synopsis, within 15 calendar days of this publication, to ESC/TGK Attn.: Mr. Dale M. Pease, 11 Eglin Street, Hanscom AFB, MA 01731-2120. The Government will review all proposals submitted, without prejudice, whether or not the Government initially determines that another firm is fully qualified to fulfill the DIRECT Program requirements.
