The Health Resources and Services Administration (HRSA) is soliciting
proposals in accordance with the Simplified Acquisitions Procedures in
Part 13 of the Federal Acquisition Regulations (FAR). The purpose of
this proposal is to assist the Division of HIV Services (DHS), Planning
and Technical Assistance Branch in ensuring that technical assistance
provided under the TAC meets the needs of grantees and effectively
responds to changes in the legislation. The contractor will perform
critical responsibilities associated with the TAC which will directly
improve the performance of Title I and Title II CARE Act programs, and
assist grantees in complying with requirements of the CARE Act. The
goal of the contractor's work is to improve the capacity, outcome and
cost effectiveness of health care and support services funded under
these programs, to improve the coordination between CARE Act programs
and other local, State and federally-supported HIV-related services,
and to provide the highest quality of materials and information to DHS
Project Officers and grantees. This contract shall also require the
contractor to perform multiple writing, editing and proofreading
activities related to key CARE Act and DHS documents. Additionally, the
contractor will be the principle agent responsible for developing
materials for several important meetings and conferences, including:
the PLWH Community Discussion Group Meetings, the meeting of Low
Incidence States, Small EMA meetings, the national Skills-Building
Conference, the Gay and Lesbian Health Foundation Conference, the
American Public Health Association (APHA) Conference, and the national
AIDS and Managed Care conference. The writing and administrative
support provided by the contractor will enable DHS to enhance the
technical assistance provided to grantees and local communities, and to
quickly disseminate critical information to DHS staff and grantees. The
period of performance is 10 months. Solicitation will be issued on or
about July 11, 1997. The closing date will be on August 12, 1997, at no
