erockoff@efdswest.navfac.navy.mil. Synopsis 97-27: The Contractor shall
furnish all labor, supplies, materials, equipment, transportation,
facilities, supervision, and management necessary to provide uniformed
guard service when ordered, in accordance with the contract
requirements. Specific requirements and procedures will be described in
the Delivery Orders. As a minimum, conduct requirements in conformance
with applicable publications, Standard Operating Procedures (SOP),
codified industry standards and recommended practice. The intention of
this solicitation is to obtain Security Guard protection service on an
as-needed basis to detect and report occurrences of trespass, theft,
vandalism, and any other unauthorized activities occurring within the
perimeters of the Terminal Island Naval Complex and Surrounding Areas,
Long Beach, California. Performance time will be for twelve months
from award. The total duration of this contract, including exercise of
any options, shall not exceed five years. Bids will be considered from
all responsible sources. A Bid Bond in the amount of 20% of the
guaranteed Minimum is required and must be submitted with the bid. For
award purposes a performance bond in the amount of 100% and a payment
bond in the amount of 50% is required. The proposed contract is 100%
Set-Aside for Small Businesses. The Standard Industrial Classification
Code is 7381. The related Small Business Size Standard is $9 million!
NOTE Plans and Specifications will not be mailed to firms within a 20
mile radius of the issuing office. Solicitation packages may be
acquired in person from Plan Issue or by mail. Requests for the
solicitation package must be in writing stating the solicitation number
N68711-97-B-6736, complete name, address, area code and phone number
and whether bidding as a prime/subcontractor/supplier/manufacturer.

request will not be accepted. Specifications will be available on 23
July 1997 until supply is exhausted. No deposit is required.
Prospective bidders are advised that there will be tours of the job
site on 05 August 1997 and 12 August 1997 at 10:00 a.m. local time.
Reservations should be made by calling the OICC/ROICC Los Angeles Area,
point of contact Ron Johnson, at 562/980-2720 at least 48 hours in
advance of the scheduled tour. No contractor will be admitted without
