The Patent and Trademark Office, located in Crystal City, Arlington, Virginia anticipates entering into a 3 year (base and two one year options), fixed price, indefinite quantity contract for VIDEO DISTRIBUTION SERVICES. The services will be acquired under Federal Acquisition Regulation, Part 12, Acquisition of Commercial Items procedures. The proposed contract is 100% set aside for small business concerns. The Standard Industrial Classification Code is 5735. A competitive Request for Proposal (RFP) will be issued on or about July 14, 1997. The RFP closing date will be thirty days thereafter. The purpose of this competitive solicitation and the resultant contract is to establish a video distribution source for the purchase of four Patent and Trademark Office (PTO) video productions. The contractor shall facilitate distribution of the fourvideo productions to a nation-wide audience including cable, public and commercial television; public and private schools and education associations; intellectual property organizations; trade associations; and the general public. The contractor shall provide video distribution services through contractor's own source of mailing catalog or listing(s), for the purchase of any or all videos. In addition, the contractor shall market and distribute information about the videos via promotional flyers in catalogs, mailing lists, and web site listing. PTO will provide the master for each video for duplicationg purposes. The contractor shall duplicate and keep adequate supply of all four videos in both 1/2" and 3/4" format. The contractor shall respond to all requests within three days. A contractor will be selected based on technical capability that includes: equipment and facilities, field of circulation, marketing and promotion plan and prior experience.
