The Fleet and Industrial Supply Center Norfolk, Detachment Washington intends to issue a Request for Information (RFI) for industry comment, RFI N00600-97-I-2713 in support of the National Archives and Records Administration. A request for proposal will be issued at a later date. The government intends to award a firm fixed price, Indefinite Delivery Indefinite Quantity type contract. The government reserves the right to award more than one contract for this requirement. Past performance will be a key evaluation factor. The government intends to have oral presentations and only Contractor personnel shall participate in the presentation. This requirement is for a base year and four option years. Comments are encouraged on the draft Statement of Work and are due no later than 21 July 1997. This requirement will not be restricted, full and open competition is encouraged. The requirement is for the preservation duplication of Dictabelts, IBM Magnabelts, Dictalog Magnabelts, and Memovox disc format audio recordings. The Dicatabelts, Magnabelts, and Memovox discs shall each be considered a separate lot, offerors have the option of bidding on individual lots, any combination of lots, or all three lots, or portions of the lots. There is a total of 1,500 Dictabelts and 1,446 IBM Magnabelts (both types 12" in circumference), 154 Dictalog Magnabelts (21" in circumference), and 11,000 Memovox discs (both 12" and 16" in diameter). The Government anticipates that approximately 300 Dictabelts, 320 Magnabelts, and 130 Memovox discs shall be re-recorded per year and offers a guaranteed minimum of 30 Dictabelts, 32 Magnabelts, and 13 Memovox discs per year. The Government requires the services of a contractor(s) to produce new analog master recordings on "open reel audiotape from the belts and discs. The overall objective of this contract is to obtain quality recordings on a modern audiotape format, retaining complete aural content and character of the original recordings. The audio recordings to be recorded under this contract were produced or acquired by the agencies of the U.S. Federal Government, primarily during the period from 1941 to 1975, and transferred to National Archives and Record Administration as permanently valuable records. Documentary in character, the recordings relate to contemporary American history, particularly World War II and international relations, and are in public domain. Many recordings are speeches or radio broadcasts in foreign languages. The length of the recordings vary from 30 minutes up to 60 minutes per item. All work shall be performed at the contractor(s) work site, the contractor(s) shall be responsible for providing all supplies, equipment and labor to produce the new analog master preservation recordings on " audiotape. The contractor(s)shall inspect the original belts and discs in preparation for recording, shall clean the originals if needed, and shall repair, with prior approval, damaged belts and discs if needed. The overall objective is not to "restore" the audio recordings, but to make clear, accurate copies of the originals. The contractor(s) shall ensure that all recordings are accurate, complete, and adjusted to reflect a consistent and intelligible signal, and as necessary shall use appropriate filtering or noise reduction technology to improve the intelligibility of the recordings. The new analog audio recordings shall be produced using new, previously unrecorded, splice free, backcoated, ", ferric oxide coated, 1.5 mil polyester based, open-reel recording tape. The new master recordings shall be recorded as fulltrack monophonic and recorded at 7.5 ips. The contractor(s) shall attach 3-foot head and tail leaders and write the National Archives and Record Administration file number and other specified information on the leaders. The contractor shall add a test tone to the head of each new master recording and shall cut the length of the new master recording to the length of the actual recorded program plus identification leader and run-up stock. The contractor(s) shall provide storage containers for each tape and label the containers with specified information. The contractor(s) shall maintain a database listing of specified information relating to the recordings. The contractor(s) shall initiate, document, and maintain a quality control program to ensure the quality of the audio recordings produced. The successful awardee will be allowed to purchase basic recording stock off the GSA schedule.***** (0177)
