and Industrial Supply Center Norfolk, Detachment Washington intends to
issue a Request for Information (RFI) for industry comment, RFI
N00600-97-I-2712, in support of the National Archives and Records
Administration. A request for proposal will be issued at a later date.
The government intends to award a firm fixed price, Indefinite
Delivery Indefinite Quantity type contract. The government reserves the
right to award more than one contract for this requirement. Past
performance will be a key evaluation factor. The government intends to
have oral presentations and only Contractor personnel shall
participate in the presentation. This requirement is for a base year
and two option years. Comments are encouraged on the draft Statement of
Work and are due no later than 21 July 1997. This requirement will not
be restricted, full and open competition is encouraged. Fax all

SIC code for this requirement is 7819. The National Archives and
Records Administration (NARA) would like to establish a contract for
the preservation duplication of 2", high band/low band, Quadruplex
format video recordings. There is a total of 229 recordings. The
National Archives anticipates that approximately 76 Quadruplex video
recordings shall be rerecorded per year and offers a guaranteed minimum
of 8 recordings per year. NARA requires the services of a contractor(s)
to produce new digital D-2 format video recordings from the Quadruplex
recordings. The overall objective of this contract is to obtain
quality video recordings on a modern format, retaining complete
visual/audio content and character of the original recordings. The
video recordings to be rereocorded under this contract were produced or
acquired by the agencies of the US Federal Government, primarily during
the 1960s and 1970s, and transferred to NARA as permanently valuable
records. Documentary in character, the recordings relate to
contemporary American History and are in the public domain. All work
shall be performed at the contractor(s) work site, the contractor(s)
shall be responsible for providing all supplies, equipment and labor to
produce the new digital video recordings. The contractor(s) shall
inspect the original videotapes in preparation for rerecording, shall
clean the originals if needed, and shall bake the tapes to compensate
for binder deterioration if needed. The overall objective is not to
"restore" the video recordings. But to make clear, accurate copies of
the originals. Only in cases where obvious technical problems exist
shall the contractor(s) utilize selective filtering or noise
suppression to improve the quality of intelligibility of the
recordings, such techniques shall be used in moderation. The
contractor(s) shall apply full time-base correction and dropout
compensation. The contractor(s) shall ensure that all rerecordings are
accurate, complete, in sync, and adjusted to reflect a consistent and
intelligible signal. The D-2 format digital video recordings shall be
producedusing new, previously unrecorded video cassettes made by
recognized brand-name manufacturers. SMPTE time codes shall be recorded
on all copies and the audio shall be recorded on at least two of the
four channels. The contractor(s) shall add two slates, of ten seconds
each, at the beginning of each recording. One slate shall identify the
recording and the other shall be of the National Archives Logo. All
D-2 video recordings shall meet the appropriate standards for D-2
format video as specified by SMPTE. The contractor(s) shall provide
storage containers for each cassette and label the containers with
specified information. The contractor(s) shall maintain a listing of
information relating to the recordings. The contractor(s) shall
initiate, document, and maintain a quality control program to ensure
