and Industrial Supply Center Norfolk, Detachment Washington intends to
issue a Request for Information (RFI) for industry comment, RFI
N00600-9 -I-2706, in support of the National Archives and Records
Administration. A request for proposal will be issued at a later date.
The government intends to award a firm fixed price, Indefinite
Delivery Indefinite Quantity type contract. The government reserves the
right to award more than one contract for this requirement. Past
performance will be a key evaluation factor. The government intends to
have oral presentations and only Contractor personnel shall
participate in the presentation. This requirement is for a base year
and four year options. Comments are encouraged on the draft Statement
of Work and are due no later than 21 July 1997. This requirement will
not be restricted, full and open competition is encouraged. The SIC

and Records Administration (NARA) would like to establish a contract
for the preservation duplication of 9 1/2" wide by 500' long rolls of
aerial photographic negatives on acetate safety film. NARA anticipates
a one year, indefinite quantity, firm fixed price contract, with four
option years. The contract may be a single or multiple award contract.
The National Archives anticipates that approximately 240 rolls of film
shall be duplicated per year and offers a guarantee minimum of 24
rolls per year. NARA requires the services of a contractor(s) to
produce new rolls of direct duplicate negatives from the rolls of
original negatives. All work should be performed at the contractor(s)
site, the contractor(s) shall be responsible for providing all
supplies, equipment and labor to duplicate the roll of aerial
negatives. Due to legal agreements that require NARA to provide rolls
of specific aerial film to the originating agencies within 24 hours of
request, the contractor(s) may be required occasionally to return or
ship specified original rolls to NARA within 24 hours of a request from
NARA. This contract shall be restricted to vendors within the local
metropolitan DC geographical area, within 90 mile radius of the
National Archives at College Park. The overall objective of this
contract is to obtain preservation quality rolls of duplicate
negatives, retaining the complete informational content accurate tonal
character of the original negatives. The contractor(s) shall inspect
the rolls of original aerial film in preparation for duplication, shall
clean the original film if needed, and repair the original film if
needed. The rolls of direct duplicate negatives shall be produced using
a polyester-based (4mil or 5 mil), fine grained, medium contrast,
continuous tone black and white, silver gelatin film. -- All rolls of
direct duplicate negatives shall be contact printed, emulsion to
emulsion, on a roll to roll aerial film contact printer; the printer
shall be equipped with static eliminators and film cleaning apparatus
(such as a particle transfer roller cleaner). Sensitometric tests shall
be conducted by the contractor (s) to determine optimal
exposure/developer/ development time for the direct duplicate negatives
to produce an accurate reproduction of the original negatives. All film
shall be processed to meet the appropriate archival standard as
specified in ANSI IT9.2. The contractor(s) shall place the rolls in
archival containers and label the containers. The contractor (s) shall
initiate, document, and maintain a quality control program to ensure
