Preventive Medicine and Biometrics, of the Uniformed Services
University of the Health Sciences (USUHS), the Department of Defense
Medical School, intends to procure for four years(base year with 3
option years)the following services of St. Johns College on a sole
source basis in support of the Doctorate in Public Health (Dr.P.H.)
Program: 1) The Contractor will conduct an on-site seminar series for-
use in the Doctorate of Public Health (Dr.P.H.) Program and other
advanced graduate and residence programs being initiated by the
Department of Preventive Medicine and Biometrics. This seminar series
will have three parts, each of one year's duration beginning on or
about August 15 of each year through on about August 14 of each year
thereby coinciding with the USUHS academic year. One part will deal
with the nature of scientific inquiry, and will include foundational
readings in logic, philosophy, mathematics and multiple scientific
disciplines. The second part will deal with the communal responsibility
of the phsician and will include primarily readings in ethics. The
third part will include readings on politics, economics, literature,
the social sciences and the behavioral sciences. Readings will be
selected from works which have had the greatest impact throughout
history. Scholars from both years of the program will read primary
works by original thinkers, theorists, creative problem-solvers, and
the initiators of scientific breakthroughs. Rather than emphasizing the
accumulation of facts, or even the acquisition of new techniques of
investigations, with all the potential advantages of
cross-fertilization between two fields, this seminar series will focus
on the generation and evaluation of ideas themselves. There will be
approximately 45 seminars per year, each lasting 1 to 2 hours; 2) The
Contractor will assign 2-4 seminar leaders for this project. The
seminars, each of 1 to 2 hours' duration, will be conducted at USUHS
and will be attended by faculty and students selected by the Director
of Graduate Programs, Department of Preventive Medicine and Biometrics;
3) By the end of August 1997, the contractor will provide the Director
of Graduate Programs, the Department of Preventive Medicine and
Biometrics with a detailed syllabus for a seminar series of 45 seminars
dealing with the nature of scientific inquiry. This will form the basis
for the 1997-1998 seminar series, subject to ongoing modification by
common consent of the Contractor and the Director of Graduate Programs.
4) In accordance with the Prompt Payment Act and the terms and
conditions of the contract, the Contractor may be paid 20% of the total
cost per quarter with the remainders at the end of each year. The
contractor will provide evidence that they have a well-trained academic
staff, with the following qualifications: 1) extensive experience in
leading small group seminar discussions; 2) experience and familiarity
with a broad range of disciplines including the physical sciences, the
social sciences, philosophy, mathematics and literature; and
familiarity with evolution and historical development of ideas in these
disciplines. Contractor must provide either one individual or a small
group of seminar leaders (not more than three individuals) to conduct
the entire seminar series on a vast array of topics. These topics are
all interrelated aspects of one major problem which is dealt with
throughout the year. The seminar leader must be familiar with several
distinct disciplines. The individual must also be familiar with all
major writings in these fields throughout history and will use his/her
broad based knowledge to develop and integrated seminar series. Offers
