Officer Pre-solicitation Notice: Provide materials and services
necessary for the Construction of a new Waterfront and Shops Building,
U. S. Coast Station Sabine, Port Arthur, Texas. The work includes, but
is not limited to construction of the new shops building, pier,
bulkhead, paving, utilities, dredging, site work, fueling facilities,
demolition of existing pier and storage building. All work shall be
accomplished in accordance with Specification No. 08-003-89 and Drawing
No. 08-003-89 (sheets 1- 87). All work shall be completed within 365
calendar days after Notice to Proceed. Plans (half-size),
specifications, and all necessary bid documents will be available
approximately 24 July 1997 and may be obtained by forwarding a check in
the amount of $78.00 per set (non-refundable) made payable to Ridgway
Inc., 5001 Cleveland Street, Virginia Beach, Virginia 23462. To receive
a solicitation and be placed on the bidders' list, interested parties
must submit a written request and payment to Ridgway, Inc. Do not send
payment for packages to the U. S. Coast Guard. Telephone inquiries
will not be accepted. Full size plans are also available from Ridgway,
Inc., (757) 490-2305, at a cost of $26.00 per set. All technical

received by 12 August 1997. Approximate Bid opening for Solicitation
No. DTCG47-97-B-3EFK19 is 26 August 1997 at 2:00 p.m. in Norfolk, VA.
Estimated construction cost is between $1,000,000.00 and $5,000,000.00.
The solicitation is unrestricted IAW the Small Business Competitiveness
Demonstration Program. For Minority, Women-owned and Disadvantage
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
