Coast Station Sabine, Port Arthur, Texas. The work includes, but is not limited to construction of the new shops building, pier, bulkhead, paving, utilities, dredging, site work, fueling facilities, demolition of existing pier and storage building. All work shall be accomplished in accordance with Specification No. 08-003-89 and Drawing No. 08-003-89 (sheets 1- 87). All work shall be completed within 365 calendar days after Notice to Proceed. The solicitation is unrestricted IAW the Small Business Competitiveness Demonstration Program. For Minority, Women-owned and Disadvantage Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract.
