20 -- LIGHTWEIGHT MARITIME DECOY SYSTEM POC Sharon Allen SEA91FCT, (703) 602-2055/8 ext. 501 The Naval Sea Systems Command is conducting a market survey to determine the existence of interested sources, both foreign and domestic, that have a developed lightweight decoy launching systems suitable for installation onboard Patrol Craft. The equipment must be Commercial Off-The-Shelf (COTS) or a Non-Developmental Item (NDI) which is ready for operational evaluation and has in-service usage data available. The equipment should be non-ferrous, have sufficient launch rails to provide for sustained operation without re-load, but not more than 12 rails per launcher and the chaff rounds shall have sufficient Radar Cross Section (RCS) to provide single round coverage for the vessel. The rounds should be spin-stabilized rockets to preclude the requirement for deck strengthening and should produce a chaff decoy with a RCS in excess of 4,000 (free space measurement). The system should have the capability of providing a layered defense against both Radio Frequency (RF) and Infra Red (IR) threats. The system should have computer assisted tactical control and be capable of interfacing with onboard electronics. All interested sources should provide pertinent information concerning current in-house capabilities and practices, quality control/quality assurance, demonstrated ability, and a listing of customers that have the system in service. The listing should include contract numbers, points of contact and a system description. This announcement is a request for information only and is not a Request For Proposal (RFP) or announcement of solicitation. Companies responding to this notice will be placed on a bidders list should the Navy issue a subsequent solicitation requesting proposals for test articles. A potential exists for follow-on procurements for up to 14 systems starting in Fiscal Year 2000. The Government will not provide payment for any material provided in response to this synopsis, nor will the Government return the data provided. All data will be for official Government use only.
