SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH
THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL
INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. This solicitation, Request for
Proposal No. (RFP) 97-019, is being issued unrestricted. The Standard
Industrial Classification is 3496 with a size standard of 500
employees. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
Furnish to the National Institute for Occupational Safety and Health
(NIOSH), Morgantown, WV, the following Contract Line Item 001 -- 1 EACH
-- FURNISH AND INSTALL A CUSTOM TUNNEL, CAGE AND UTENSIL WASHER in the
cage wash area of the ALOSH Animal Facility, 1095 Willowdale Road,
Morgantown, WV, in accordance with the following specifications.
Specifications: Furnish an automatic cage andutensil washing system
with a 52" conveyor belt and a tunnel type system for high volume,
washing, sanitizing, rinsing, and complete drying of polycarbonate,
metal, and high temperature plastic laboratory animal cages and
accessories used in the ALOSH animal facility. The tunnel will be at
least 36" high and at least 52" wide with an operator-controlled belt
speed variable from 2 to 10 feet per minute. The control panel will be
on the load side of the system. The treatment cycles when activated
will be automatic and consist of a prewash, a wash, a recirculated
rinse which can be set to contain acid, and a non-recirculated final
rinse at a minimum temperature adjustable to 195 F. The unit will have
a dryer unit not to exceed 7 feet in length that will completely dry
polycarbonate cages and will also have a three foot unload conveyor.
The entire unit (including prewash section, wash section, rinse
section, drier, and unload conveyor) will be able to be installed
against a wall which spans two rooms (total walllength 391 inches in
two rooms, one with a wall length of 247 inches and the other with a
wall length of 144 inches) and will leave a minimum of 54 inches on the
load side and a minimum of 36 inches on the unload side as free space
for the operators. The load and unload side will be located in
different but adjacent rooms. The tunnel will be able to be installed
beside a pit-mounted rack washer and adjacent to a wall in a space 115
inches wide. The washer will be modular construction and/or able to be
broken down so that the components can be transported to the animal
facility in the existing service elevator (the service elevator is 83
inches deep with a door 83 inches high by 64 inches wide). The height
of the entire unit, required pipes, pumps, fittings, and overhead space
for servicing the entire unit will fit within the dimensions of the 9
foot ceiling in the two rooms. The unit will be able to wash, sanitize,
rinse and dry 35,000 cages (12.5 x 12.5-10 inches) in five 8-hr work
days. The unit base, chamber, tanks, doors, and treatment components
(including piping, valves and pumps) will be all stainless steel
construction. The interior of the chamber and tanks will be smooth to
prevent debris build up and minimize potential microbiological
contamination. The 52 inch wide conveyor belt will be a stainless steel
flat wire belt on heavy duty stainless steel tracks and there will be
external belt tension adjustments and devices to assure that the belt
can be properly aligned. There will be a device to reliably stop the
conveyor when washed items reach the end of the three foot unload
conveyor. Stainless steel screens will screen the pre-wash, wash, and
recirculated rinse treatments solutions and these will be readily
accessible for cleaning by the operator. Stainless steel baffles and
curtains of pliable and durable material (at least the durability of
neoprene) will separate the sections of the unit. The wash section will
be insulated on the sides, top and bottom with at least 2 inches of
fiberglass insulatingmaterial. The supply filter assembly will be
complete with a periodic automatic reversing flush. There will be a
booster heater for the water system to provide instantaneous steam to
water heat exchange. The wash and rinse tanks will be provided with an
easily cleaned and maintained stainless steel sump heating coil. The
final rinse temperature will be manually adjustable to 195 F. The level
of the wash and recirculated rinse tanks will be automatically
controlled. There will be three electrically controlled automatic
injection ports. The wash pump will have a mechanical seal, pressure
gauge, and a minimum of 15 HP. The prewash/recirculated rinse pump will
be a minimum of 5 HP. The washer interior will be automatically cleaned
and descaled. There will be a single point power connection. The
interior will be accessible through splash proof, insulated, doors with
water tight, temperature, resistant observation windows. Safety
features will include at a minimum: 1) easily-activated emergency stop
buttons at theboth the loading and unloading sides of the unit and 2)
device to reliably stop the conveyor and all wash processes when any
door is opened. The entire unit will operate under a
microcomputer-based control system with on-line diagnostics and a modem
hook-up which permits connection with an off-site computer for
diagnostic purposes. The microcomputer-based control system will have
a strip chart printer for review of each cycle program. The unit is to
be shipped in a manner that will allow it to fit in the service
elevator. Price is to include on-site delivery and set-up. The unit is
to come complete with on-site operator and maintenance training and a
one-year parts and labor warranty to include, at a minimum, verbal
service within 4 hours and on-site service within 48 hours. The
supplier must have at least two years of experience in the production
and installation of tunnel washers. <end> The Government will
evaluate based on F.O.B. Destination (Morgantown, West Virginia) and
the requirements at FAR 52.214.21 "Descriptive Literature" apply.
Proposals/Information provided must demonstrate the unit's ability to
meet the specification and that the supplier has at least two years of
experience in the production and installation of tunnel washers.
Evaluation Factors: Offers will be evaluated for technical
acceptability in accordance with the stated specification and
experience. Technical proposals and cost or price are of approximately
equal importance. The Government intends to make a single award to the
responsive, responsible offeror whose proposal is considered to be most
advantageous to the Government. Offerors are advised that the following
FAR provisions apply to this RFP: FAR 52.212-1, "Instructions to
Offerors -- Commercial Items"; 52.212-4, "Contract Terms and Conditions
-- Commercial Items"; and 52.212-5 "Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial
Items." The following FAR clauses cited in Clause 52.212-5 are also
applicable to this acquisition: 52.222-3 "Convict Labor"; 52.233-3

"European Community Sanctions for End Products." Proposals are due July
17, 1997, at 2:00 p.m. local prevailing time. Fascimile submissions are
not authorized. Proposals should be submitted as follows: (1) one
original and two copies of a completed SF 1449, signed by an individual
authorized to bind the organization; (2) a Schedule of Offered
Supplies/Services containing pricing for the system being offered,
published price lists (if applicable) and a delivery schedule; (3)
completed Representations and Certifications -- Commercial Items, FAR
52.212-3; (4) descriptive literature and demonstrated experience for
evaluation purposes; (5) acknowledgment of amendments, if any; and (6)
