689-8368, FAX 601 689 8392 The Naval Oceanographic Office is seeking
information concerning potential sources, including manufactures,
dealers, and/or distributors, of currently available commercial off the
shelf type submersible portable tide gauges. This synopsis is issued
for information and planning purposes only and IS NOT to be construed
as a solicitation or any commitment by the Government. Minimum
Government requirements are as follows: The tide gauge units shall be
deployable from the shore in salt water depths from 0.5 to 20 meters
sensor head shall be capable of deployment of a minimum of fifteen (15)
meters from the recording device or RS-232 downloading port. The tide
gauge units shall measure salt water pressure to an accuracy of (+)(-)
2 cm whichever is higher. The system shall include automatic
compensation for changes in water column density due to salinity, water
temperature and barometric pressure. The units shall be capable of
storing and displaying pressure in one (1) centimeter increments. The
units shall be capable of measuring tidal ranges of 0 to 15 meters. The
unit's sample interval shall be user selectable with a minimum of the
following internal settings: two (2), five (5), fifteen (15) thirty
(30) and sixty (60) minute settings. The unit's integration time of
each measurement shall be user selected with a minimum of the following
time settings: thirty (30) seconds and one (1), two (2) and five (5)
minutes. All data shall be stored in a non-volatile form. Each unit
shall be capable of storing a minimum of six (6) months of collection
data having a sample interval of fifteen (15) minutes. The stored data
shall also contain all user selectable parameters including tide gauge
unit used to collect data. All stored data shall be available via an
RS-232 interface at the tide gauge unit. Data Retrieval shall not
require disturbing the tide gauge's sensor head original placement. Any
external devices, other than a government furnished laptop computer,
required to setup and/or retrieve data shall be provided by the
contractor. The tide gauge units shall have a means of displaying tidal
height in centimeters during the deployment of the unit to a government
furnished laptop computer. All software required to perform these
functions shall be provided by the contractor. All software will need
to be compatible with Microsoft Windows 95 and run in the Windows GUI
environment. Software will, as a minimum, provide the user with time
tagged depths reading at the selected interval, statistical analysis
package to include mean tide depth, tide range, and mean low water and
mean high water. Government furnished computer is a Pentium based
laptop running Windows 95 with DB 9 serial interface and color VGA
screen. The operating temperature range of each unit shall be from
minus ten (10) to plus (=) fifty (50) degrees Celsius with a humidity
of 100% condensing. Submerged gauges that include vented atmospheric
correction shall include a user refillable desiccant cartridge.
Desiccant cartridge shall be refillable with loose package granular
desiccant available from local sources. Desiccant shall be sufficient
to ensure correct gauge operation in the above specified ranges for a
period of three (3) months. System shall be provided with initial
desiccant, the Government will provide additional desiccant as
required. The deployable gauge units and all equipment setup and
installation of the units shall either be designed or packaged to
withstand being dropped a distance of up to thirty (30) inches without
damage to the equipment. Each unit shall include sufficient DC power,
external of either 12VDC or 120AV/220 AC source, to function fully for
a minimum of sixty (60) days with the unit set for a sample rate of 15
minutes, and an integration time of five (5) minutes. A connector
shall be provided for connecting an external battery or alternate power
source of either 12 Volts DC, 110V olts AC or 220 Volts AC. System
shall include external batteries as required. Batteries shall be of a
rechargeable type and the units shall be supplied with battery charges
capable of charging units using either 120VAC or 220 VAC. Provide
weight, height, depth, length of unit including the deployed sensor,
above water interface, and below water surface. This does not include
any solar panels or batteries. Provide information regarding unit
Telemetry capabilities and its communication capabilities and if this
is a separate item entirety with its own price and if the system has
the ability to accept contractor provided or other various telemetry
modules that will transmit tidal data to central data collections
points. The modules should be addressed on system capability such as
ARGOS, Phone (land line and Cellular) and Radio (VHF, UHF, or HF).
Contractor shall provide a listing of telemetry sub-systems capable of
interface with contractor's tide gauges/systems. Commercial
contractors who intend to respond to this notice are to provide at a
minimum two (2) complete sets of brochures (pictorial if available) on
the unit(s) available. The brochures of specific systems available
should be marked as well as the pertinent information relevant to model
number meeting the requirements, size, specifications and capability,
power supply requirements, a list of unit components and or
enhancements currently available, commercial warranty information,
payment terms, maintenance requirements and all other pertinent data on
units along with contractor price list(s) available. It is requested
interested parties also provide a brief statement regarding spares
available on units and how the units are supported through out their
life span, etc. A demonstration of some of the unit(s) may be required
at a later date. The NAVO office IS looking for contractors with
commercial off the shelf type tide gauge meeting the criteria contained
herein or meeting the criteria with minor modification(s). Contractors
are requested to provide the name of the company submitting response
and manufacturer of the product, point(s) of contact, phone and fax
numbers. Contractors are requested to include in their response the
following Company information relative to their size structure and
capabilities (i.e., company name, address, telephone number, internet
address, if company is a manufacturer or distributor, how long the firm
has been in business selling this type of equipment, parent company
name and address, if applicable, facilities information, business size
(i. e., large, small, or small disadvantaged business, woman owned
company, etc.) No additional technical information, other than
published in this synopsis, is available at this time. All interested
parties and responses to this notice are to be submitted to the Naval
Oceanographic Office, Contracts Division, Code N412, Attn Suzanne Keel,
