407/380-4093 The Naval Air Warfare Center Training Systems Division
(NAWCTSD) has a requirement for the procurement and support of an EA-6B
Weapons Systems Trainer, Device 2F178. The contractor shall provide a
complete training device consisting of hardware, software and
interconnections. The contractor shall be responsible for design,
fabrication, integration, shipping, installation and testing of the
device. No Government Furnished Equipment will be provided. The
training device shall be located at Marine Corps Air Station, Iwakuni,
Japan, and shall be deployable and operable in standard military vans.
This procurement will utilize a Statement of Objectives (SOO) vice the
standard Statement of Work and Specification developed by the
Government. The contractor will be responsible for generating a
performance specification and necessary documentation (Contract Data
Requirements Lists) to support this effort. A copy of the "DRAFT"
solicitation documents such as the SOO and various RFP sections will be
posted, on theNAWCTSD World Wide Web Site at http:/www.ntsc.navy.mil,
during the week of June 30, 1997. When available, information
concerning the location of the EA-6B documentation library will be
posted. NAWCTSD will utilize its World Wide Web Site for distribution
of additional drafts of the RFP, as well as, the Final RFP which is
anticipated to be August 15, 1997. Contractor proposals will be due
October 14, 1997. Contract award date is scheduled for March 1998. The
contract will be a firm-fixed price contract with an anticipated
budget of $5,600,000.00. A Pre-Solicitation Conference is planned for
July 22, 1997 at NAWCTSD. Contractors are limited to no more than three
attendees and must provide attendee names to the Contract Specialist no
later than July 15, 1997. The Government intends to award the contract
on the basis of initial offers received, without discussions, but
reserves the right to conduct discussions if determined necessary. This
procurement will be full and open competition. The solicitation will
contain a Subcontract Plan requirement which mandates a Small Business
Subcontracting goal of 20% of the total contract value. The applicable
small business size standard is SIC 3699, 750 employees. Please

"DRAFT" RFP, information relating to the Pre-Solicitation Conference,
