Darian, Contracting Officer, (314) 539-3827 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation to be provided. A written solicitation will not be issued and any requests for a solicitation package will not be acknowledged. This synopsis shall serve as Request for Quotations numbered PSMD-97-C-04 which seeks written proposals for the type of eqiupment and supplies outlined herein. Proposals will be accepted until close of business July 15, 1997. This synopsis and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 90-46. This acquisition will be processed using the Simplified Acquisition Procedures. Proposals received in response to this notice will be considered for award to the responsible offeror submitting the lowest overall cost to the Government. Questions relating to this notice shall be submitted in writing no later than July 8, 1997 and sent via facsimile. Answers will be provided in writing via facsimile before time for proposals expires. This procurement is set aside for small business. The small business standard is under SIC code 3571 which is 1,000 employees or less. The following provisions/clauses are applicable to this acquisition: FAR 52.212-1, Instruction to Offerors-Commercial (Oct. 1995), 52.212-3, Offeror Representations and Certifications- Commercial Items (Mar 1996), 52.212-4, Contract Terms and Conditions-Commercial Items (Oct 1995), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Aug 1996). A completed copy of provision 52.212-3 shall be submitted with proposal to be considered for award. This procurement is for brand name only on all equipment, equals will be considered where brand name or equal is specified and where a brand name is not provided. Proposals received for equal products where brand name only was specified will not be considered. The following are the specifications of the acquisition: It is the Governments intent to purchase 10 bundles of the following equipment/supplies. Each bundle shall contain 1 each Compaq Armada, Model 1130T, 120 MHZ 1.08 GB hardrive, 10.4 TF display screen, with 16MB EDO RAM, Windows 3.11 and DOS 6.22, pre- installed with media and documentation, BRAND NAME ONLY; 2 each 3.2GB Travan TR-3 Cartridges, brand name or equal, 16MB EDO Upgrade, built-in; 1 each PCMCIA Ethernet with documentation (owners/users manual) and cable; 1 each Network adapter for Laptop PC 10BT; PCMCIA modem with documentation (owners/users manual) and cable; 1 each IOMEGA Parallel PortTape Backup Unit, Model Ditto 3200 PPT Propack Part # 10518, BRAND NAME ONLY; 1 each Printshare PC Connection; 1 each Printshare Printer Connection; 1 each 100 foot Cable for PC/Printer; and 1 each carrying case to house both a laptop and a printer. In addition to the above 10 laptop bundles, also required are 68 each 3.2GB Travan TR-3 Cartridges, brand name or equal, and 52 each Microsolution, Model #166550, 8x CD-ROM Parallel Port, Backpack, BRAND NAME ONLY. Brand Name required for all equipment due to the need of consistency to the existing laptop bundles now being used and the utilization of existing configurations. After award, Rural Development will ship to the successful offeror, hereafter called contractor, an existing Compaq laptop that has been integrated and configured with Government-owned software including MS Office Pro, F-Prot Anti-virus Network and DLOS unifi Software. The contractor shall use the laptop to blast the 10 laptops ordered. The contractor shall then ship the 10 bundles to: Glendon Deal, DLOS, 14th & Independence Ave. S.W., Room 5309, Washington, DC 20250. The laptop shipped to the contractor shall be shipped back to Brenda Dinges, Rural Development, 1520 Market Street, St. Louis, MO 63103. The 68 Travan Cartridges shall be shipped to: Jack Zechman, SIMB, 1815 N. Fort Meyer Dr., Suite 1100, Rosslyn, VA 22209.
