Service has a commitment to offer a wider range of USPS brand name
paper retail products in postal outlets. Products will include, but not
limited to, greeting cards, stationery products, gift items, packaging
supplies, office products, journals, calendars, address books, picture
frames, puzzles, and other gift items. 2. The products are divided into
seasonal drive periods, USPS supported and sponsored special events,
and blockbuster stamps. 3. Supplier(s) will be required to (1) develop
private label products, (2) recommend product mix, (3) develop
creatives, (4) produce and fulfill products, (5) conduct long-term
plans, (6) manage inventory, (7) make research recommendations, (8)
analyze cost and product performance, and (9) assist the USPS with
tracking sales. 4. A single solicitation will be issued with an award
to one or more offerors that submit proposals that offer the best value
to the USPS. Offerors have the option of submitting proposals on (1)
the seasonal series inclusive, (2) the various special/sponsored
events, (3) the blockbuster stamps inclusive, or (4) submit a proposal
for all three oppotunities inclusive. 5. Requests for a solicitation
must be received in writing by the USPS no later than July 11, 1997. No
