combined synopsis/solicitation for commercial items prepared per the
format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation Number: DAAB07-97-R-0018; is issued
as a Request for Proposal (RFP). This is a DO rated order under Defense
Priorities and Allocations Systems (DPAS). CECOM Acquisition Center
intends to acquire, on a sole source basis from SRI Information,
Science & Technology Center, of Arlington, Virginia, a Ground
Parameters Measurement System, as outlined below: The following
Provisions and Clauses are incorporated into this RFP by reference and
are in effect through Federal Acquisition Circular 90-46 March 1997,

additional FAR clauses apply. Ground Parameters Measurement System,
this is a computer controlled system that will measure the relative
dielectric constant and ground conductivity ((.05 mhos/m) of the soil
at high frequencies ( 2-30 MHz). This information is recorded in order
to determine the suitability of a proposed communication site prior to
the installation of new antennas. The system must allow the output of
results in the field in the form of hard copy printouts and magnetic
storage of results on the computer hard drive and diskette. The system
must include two levels of documentation, namely documentation for the
operation of the individual components and documentation for the
overall operation of the system. User level training on the operation
and assembly of the components of the ground parameters measurement
system should be supplied. The Government will provide a portable
computer loaded with Windows 95 and a docking station with the
capability to interface with HP-IB. The system will consist of modules
in carrying cases capable of being transported by commercial carriers
such as FEDEX, UPS or commercial airlines. The system will be supplied
with all cables, tools and accessories necessary for operation. The
system will be battery powered if possible with battery life of at
least 8 hours between charges. If generator power is required, the
generator and any necessary shielding will be provided as part of the
system. The statutory authority for Other than Full and Open
Competition is 10 USC 2034 (c) (1), Only One Responsible Source. Any
firms desiring consideration for this requirement must fully identify
their interest and capabilities in writing to the Contracting Officer
within 15 days of the publication of this notice. The applicable SIC
code is 3829; the size standard is 500 employees. Responses may be

this requirement is solely within the discretion of the Contracting
Officer. FAR provision 52.212-3 Offeror Representations and

the proposal. DFARS provision 252.212-7000, Offeror Representations and
Certifications-Commercial Items is incorporated by reference (offerors
must complete and return this provision with their proposal). All

downloaded. Instructions are as follows: Modem parameters: Data Rate =
1200 bps to 28800 bps (Hayes optima 28.8 V.FC Modems are used); Parity
= No or None; Data bits = 8; Stop bit = 1. Login as a new user. Users
will create their own login ID and password and use the same login and
password each time they access the EBB). There is a 24 hour wait the
