ARCHITECTURE: SYSTEMS ARCHITECTURE AND INTEGRATION. SOL BAA97-11
Addendum DUE 123197 POC O. Sami Saydjari. DARPA's Information Systems
Office (ISO) seeks Information Assurance (IA) solutions for the
Advanced Information Technology Services (AITS) Reference Architecture,
which is being used for the Joint Task Force Advanced Technology
Demonstration (JTF ATD), Joint Force Air Component Commander (JFACC)
After Next Program, and other ISO programs. ISO plans to evolve and
enhance this AITS Reference Architecture and reuse it in future
programs, and Defense Information Systems Agency (DISA) plans to use it
as the basis of its Defense Information Infrastructure (DII)
architecture. The architecture rests on a Common Object Request Broker
Architecture (CORBA) layer over the DII Common Operating Environment
(COE). The AITS Reference Architecture will integrate technology
incrementally in phased releases over several years and offers critical
new capabilities to the Defense Department. These capabilities are of
little value if users are not confident that the capabilities can
adequately protect information and be available under high system
stress or attack. The purpose of the Information Assurance program is
to create the basis of this confidence. Thus, the IA program is a
critical enabling program for most key technology programs in ISO and
consequently is urgent and high priority. The technology and approaches
sought should integrate security, network adaptability to stress, and
survivability into the architecture and thus provide information
assurance. DARPA seeks to do this in phased increments over the next 3
years. The anticipated size of the total award will not exceed $5M
over a period of three years. Proposals are sought which will support
development of an Information Assurance system architecture which will
overlay the existing architecture. This IA architecture must be
capable of withstanding system stresses through robust, adaptive,
proactive protection and management of information and information
transport services. BAA 97-11 described and requested proposals in 12
areas; THE FOCUS OF THIS BAA ADDENDUM IS AREA 1. Area 1 is: a) a
systems architecture and integration effort which includes: the
development of the IA system architecture itself, and b) management and
integration of the efforts of contractors who develop IA technologies
to populate the architecture. Areas 2 -- 12 are individual efforts
which will accomplish integration of existing and emerging
state-of-the-art technologies or develop new technologies which will
fill in the gaps between existing or state-of-the-art, and that meet
required program objectives as stated above. Areas 2 -- 12 are grouped
into 3 major divisions of consideration: (1) protection, (2) security
and integrity, and (3) systems management. It is essential that the
integration facilitate upgrading to newer, better solutions as they
become available and accommodate rapid advances in base computing and
networking technologies. Proposals offered under this
architecture/integration solicitation must show a clearly defined
collaboration with, at a minimum, the technology efforts selected under
the first round of BAA 97-11 evaluations. Offerors are urged to
demonstrate ability to integrate other significant information security
technologies available. GENERAL INFORMATION: Information in this
announcement is NOT complete. Offerors MUST also refer to the
associated Proposer Information Packet (PIP) ADDENDUM before submitting
a proposal. SCHEDULE: This BAA will be open through 19 December 1997.
In order to be considered for the current round of evaluations,
proposals must be received prior to 1600 EDT, 30 September 1997. It is
anticipated that the evaluation period will be completed no earlier
than 20 October 1997. Some award announcements may be made as early as
the end of the evaluation period. However, no award announcements will
be made prior to this date and no information regarding the status of
evaluations during this period will be released.Proposals received
after 30 September, but prior to the close of the BAA, will be reviewed
based on a schedule determined by program requirements and funds
availability. Proposals received after the close of this BAA will be
returned unopened. A potential offerors conference will be held 0900 --
1500, 25 July 1997 at the Double Tree Hotel, Columbia River, Portland,
OR (503)-283-2111. The Information Assurance program and technology
efforts selected during the first round of BAA 97-11 will be briefed.
Potential offerors should submit, by 18 July 1997, notification of
conference attendance by Email to baa97-11@darpa.mil (CASE SENSITIVE).
The notification Email should include: Organization Name, Address,
Attendee Name(s), Attendee telephone and fax number, and Email address.
SUBMISSION: Offerors must submit an original and eight (8) copies of
their technical proposal and five (5) copies of their cost proposal to
the administrative address for this BAA in order to be considered.
Offerors MUST obtain the BAA97-11 ADDENDUM Proposer s Information
Packet (PIP), which provides further information on the content,
preparation, format, submission and evaluation criteria of proposals
and other important information. This packet may be obtained from the
World Wide Web one working day after the CBD publication at URL address
http://www.hokie.bs1.prc.com/97-11/info.htm. These documents may also
be requested in writing by sending correspondence by facsimile to
703-516-6065 addressed to ATTENTION Information Assurance or by surface
mail addressed to DARPA/ISO, ATTN: BAA97-11 INFORMATION, 3701 N.
Fairfax Drive, Arlington, VA 22203-1714. These requests MUST include
the name and phone number of a point of contact. FORMAT: Failure to
adhere to the format specified in the BAA 97-11 ADDENDUM PIP is
sufficient grounds for proposals to be considered non-responsive. In
response to the Systems Architecture and Integration area, the offeror
MUST format according to the BAA 97-11 ADDENDUM PIP which has been
modified from the original BAA 97-11 PIP. EVALUATION AND AWARD:
Proposals will be selected through a technical/scientific/peer review.
Proposal evaluations will be based own technical merit. DARPA will
evaluate proposals and make contract awards within a reasonable period
of time after receipt. Evaluations will be performed using the
following criteria: (1) Security Architecture and System Architecture
Capabilities, (2) System Development and System Integration
Capabilities (3) Understanding of Operating Environment, (4) Quality of
Management Plan, (5) Personnel, and (6) Defensibility of Cost. Criteria
(1) holds the greatest weight, and the remaining criteria are in
descending order of weight, except criteria (4) and (5) which are of
equal weight. Note: Cost Defensibility will only be significant for
proposals which appear to have significantly over- or under-estimated
the cost to complete the research. Procurement Vehicles. (Consistent
