Technologies for the areas identified below; SOL JSF BAA 97-1. This BAA
is in 6 parts; see NAVAIR synopsis numbers 20118, 20119, 20120, 20121
and 20122 for parts 2 through 6. The purpose of this synopsis is to
announce the Joint Strike Fighter (JSF) Program Broad Agency
Announcement (BAA) 97-1. Introduction: The JSF Program Office,
Washington, DC, is interested in receiving proposals (technical and
cost) on the research effort described below. Proposals in response to
this announcement are due by 1200 hours 25 July 1997, addressed to the
Joint Strike Figher Program Office, 1745 Jefferson Davis Highway, Suite
307, Arlington, VA 22202, to the attention of Lisa Bregman, Contracting
Officer. Offerors intending to submit proposals containing classified
defense information will need to contact Mr. Pete van de Gohm at (703)
602-7390 x6654. This is an unrestricted solicitation. All responsible
sources may submit aproposal which shall be considered against the
criteria set forth herein. Offerors are advised that only contracting
officers are legally authorized to contractualy bind or otherwise
commit the government. Proposals submitted shall be in accordance with
this announcement. Proposal submission after the cutoff date specified
herein shall be treated in accordance with restrictions of FAR
52.215-10; a copy of this provision may be obtained from the
Contracting Officer. There will be no other solicitation issued in
regard to this requirement, however, potential offerors should be alert
for any announcement amendments that may be published. BAA
REQUIREMENTS. 1) Technical Description: The purpose of this BAA will be
to obtain design research and demonstrations of Prognostics and Health
Management Technologies in the following areas: a) turbojet engine
rotor disk crack detection; b) real time engine oil debris detection
and analysis; and c) aircraft cables and connectors fault detection.
Area a) and b) technologies must be sufficiently mature to enable
demonstration in ground engine testing in FY99. Area c) technologies
must be sufficiently mature to conduct realistic tests and
demonstrations not later than FY00. The JSF Program Office is
particularly interested in innovative technologies that reliably sense
impending failure and/or rapidly detect malfunctions before processing
to catastrophic failure. 2) Deliverables: As part of the proposals
bidders shall propose technical interchange meetings on an as required
basis and provide interim (mid-term) and final reports. Two sets of
all presentation materials and reports produced shall be supplied to
the government on electronic media using Microsoft Office Word 6.0,
EXCEL 5.0 and Power Point 4.0, as necessary; contractor format is
