Technologies for the areas identified in Part 1; SOL JSF BAA 97-1. This
BAA is in 6 parts; see NAVAIR synopsis numbers 20117, 20119, 20120,
20121 and 20122 for parts 1 and 3 through 6. ADDITIONAL INFORMATION: 1)
Anticipated Period of Performance: Total length on the technical effort
for areas a) and b) is estimated to be 24 months after award. Total
length of the technical effort for area c) is estimated to be 36 months
after award. 2) Expected award date: 12 September 1997. 3) Contract
Awards: Individual contracts may be awarded in amounts up to $500,000
for areas a) and b), and in amounts from $800,000 up to $1,000,000 for
area c). Multiple contracts (up to two sources) may be awarded; total
funding available for areas a) and b) combined is $1,000,000 with the
following funding profile: FY97 -- $300,000 and FY98 -- $700,000.
Total funding available for area c) is $1,800,000 with the following
funding profile: FY97 -- $200,000; FY98 -- $800,000; FY99 -- $600,000;
FY00 -- $200,000. 4) Type of Contracts anticipated:
Cost-Plus-Fixed-Fee (CPFF). 5) Government Furnished
Equipment/Information: The Government has contracted with Pratt &
Whitney (P&W) to conduct PHM tests and demonstrations. These engines
may be available for tests and demonstrations by offerors responding to
this BAA in areas a) and b). The offeror is responsible for making
business arrangements with P&W, and the P&W subcontract costs shall be
included in the offeror's proposal. Point of contact at P&W is Mr.

is anticipated, however, proposals should clearly indicate requirements
for GFE/GFI, including the owning government program, government
contract number, contracting officer name and phone number. 6) Size
Status: Firms responding should indicate size status and whether
Historically Black College/University (HBCU) or Minority
Institution(MI). 7) Notice to foreign-owned firms: Such firms should be
aware that restrictions may apply which could preclude their
participation in this acquisition. The JSF Technical point of contact
cited below should be contacted upon deciding to respond to this
announcement. SPECIAL CONSIDERATIONS: 1) Associate Contractor
Agreements (ACAs): All contracts awarded as a result of this BAA will
require establishment of ACAs between the JSF weapon system
contractors, propulsion contractors, and selected other contractors
performing technology maturation work. These ACAs are meant to ensure
continuity of effort and transfer of information concerning concepts
and demonstration efforts of BAA 97-1 awarded contracts. Questions
