PROPOSAL PREPARATION INSTRUCTIONS: General Instructions (continued): The offeror's cost proposal documentation will be used by a Government team to evaluate each proposal relative to the evaluation criteria. Proper presentation and adequate supporting documentation will enable the team to ensure that the cost proposal is fairly evaluated, that all assumptions are completely understood, that all SOW items are included, and that the cost and scope of work are compatible. The Government team will evaluate the technical and cost estimating approaches of all proposals for completeness and realism. The cost volume should also include the following information: Identification of the forward pricing rate proposal or agreement used toprepare the proposal; the identification code, address and point of contact for the Defense Contract Management Command Administrative Contracting Officer and Defense Contract Audit Agency responsible for your company contracts and the identification code and address for the Disbursing/Paying Office for your company. Page Limitations: The executive summary shall be limited to one (1) page. The technical volume shall be limited to fifteen (15) pages, including up to five pages for the SOW, excluding the required SOW schedule (time line chart). The cost volume shall be limited to fifteen (15) pages, excluding the three one page matrices listed above. Both the technical and the cost volumes shall be twelve (12) point or larger type, single spaced, single sided on 8.5 by 11.0 inch paper, with 1" margins all the way around, page set up 100%. A cover page, table of contents, listig of figures and index may be used and will not apply against the page count. The SF1411, DD Form 254, and Ozone Depleting Substances Certification Form will not apply against the page count. Format: Contractor format is acceptable for the proposed submittals. Additional Computer Information: The JSF Program Office will use Version 4.00 of the HP Laserjet 4/4M Plus PS printer driver. BASIS FOR AWARD: The selection of sources for this contract award will be based on an evaluation of an offeror's response (both technical and cost aspects) to determine the overall merit of the proposal in resonse to the announcment. The proposal shall be evaluated on the following criteria which are listed in decreasing order of importance: a) the offeror's understanding and contribution to JSF objectives; b) technical merit of the proposed statement of work (credibility, quality, and innovativeness); c) management and ability to execute (planning, scheduling, past performance, and resources available); and 3) cost realism and affordability. No other evaluation criteria will be used. The technical and cost information will be evaluated at the same time. The JSF Program Office reserves the right to select for award any, all, part, or none of the proposals received. Selection will be based on the judgment of a technical evaluation team consisting of engineers and technical personnel.
