The Rocket Systems Launch Program (RSLP), Kirtland AFB, Albuquerque,
NM, is contemplating an award of a research and development contract to
demonstrate the capability of executing a high precision earth
penetrator strike at approximately 4,000 feet per second on a
predetermined target using a modified Mark 11C reentry vehicle (RV)
launched from a modified Minuteman launch vehicle (LV) and providing
near global coverage. The government has acknowledged this low-cost
program has a high priority which requires rapid integration of
advanced developed concepts on an accelerated schedule. The scope of
work this synopsis addresses is reentry vehicle design, fabrication,
integration and test. The Minuteman LV (composed of Minuteman II Stage
1 & 2 motors and a Minuteman III Stage 3 motor) and launch services
will be provided by the government. The use of existing RV/LV assets is
required as a means to control program costs as well as save the
government inventory management and destruction costs. Deviation from
utilizing proposed assets must be justified and the impact quantified.
The government will provide a de-commissioned Mark 11C aeroshell, and
the earth penetrator payload as Government Furnished Equipment (GFE).
The contractor will test the major RV flight systems/subsystems,
fabricate and deliver a modified Mark 11 launch-ready system to support
a 4QFY99 launch at Vandenberg AFB, CA. The RV system includes guidance,
navigation, and control subsystems to perform a predetermined in-flight
maneuver and precise impact. The contractor shall execute ground RV
tests to validate critical technical aspects of the design before PDR.
The contractor will develop and test payload interfaces with the
Minuteman LV and perform post-flight analysis of the RV's performance.
The Minuteman LV processing and launch will be executed at Vandenberg
AFB by the Air Force with RV contractor support. The government has
examined various Conventional Ballistic Missile (CBM) missions and
concludes the technical requirements listed below will meet mission
needs. Responses submitted should contain information demonstrating
ability to meet the following technical requirements to support a
4QFY99 launch from Vandenberg AFB: (1) Ability to provide a modified
Mark 11C reentry vehicle, meeting all technical and mission
requirements including (a) development, fabrication, and integration of
an avionics system utilizing GPS for navigation and capable of
precision control of target impact conditions of position, velocity
vector, and attitude (b) maximum ratio of penetrator weight to total RV
weight (2) Ability to fabricate and test necessary components and
provide required modifications to the RV (3) Demonstrate high
confidence of mission success while meeting schedule (4) Ability to
perform a range of targeting, and data analysis efforts including; (a)
target reentry vehicles, (b) coordinate mission parameters with
outside agencies by providing trajectory data and vehicle
characterization, (c) perform post-mission analysis of reentry vehicle
to include, but not limited to; telemetry and sensor data, and
correlate with on-board IMU "truth" data. The contractor will have or
demonstrate the ability to acquire rapidly, significant, or similar,
experience related to Mark 11C design, production, and operations and
shall furnish this experience with their statement of capabilities
(SOC). Potential contractors are encouraged to submit additional
information regarding their experience with guided reentry vehicle
flight. Potential sources must submit a statement of capabilities (SOC)
to this office. The SOC shall address the above requirements and
contain pertinent and specific information addressing the following
areas: (1) Experience: an outline of previous projects, specific work
previously performed or being performed and any in-house (research and
development) effort, relevant to the specific task areas of this
effort, (2) Personnel: name, professional qualifications and specific
experience ofscientific, engineering and program management personnel
who might be assigned to work in areas of the subject effort, (3)
Facilities: availability and description of special facilities required
to perform in the technical areas under consideration, and a statement
regarding industrial security clearance and storage facilities to
support work at the SECRET level. The SOC must be submitted within 30
calendar days of this publication, and is limited to 20 pages excluding
resumes. All replies to this synopsis must reference this sources
sought synopsis. Submit only unclassified information. All responses
shall include company size status under the Standard Industrial
Classification (SIC) code identified below. Submit all responses to

allowed to participate in this acquisition at the prime contractor
level. The research and test data produced under a resultant contract
may contain Military Critical Technology List (MCTL) information whose
export is restricted by the Export Control Act (Title 22, U.S. Sec
2751, et seq.) or the Export Administration Act of 1979, as amended
(Title 50, U.S.C., App. 2401, et seq.). Only those companies who are on
the Qualified Contractors Access List (QCAL) may receive such

use established channels during the proposal development phase of this
