U.S. Army Space and Strategic Defense Command (USASSDC) Advanced
Systems Concept Office (ASCO) announces its interest in identifying
small business sources to perform requirement entitled "Defense System
Mission Analysis." The contractor will perform independent studies and
analysis to enable ASCO to synthesize the incomparable analysis
conducted by a number of diverse agencies and government contractors
who have produced a wide divergence of independent studies through the
Ballistic Missile Defense Organization (BMDO), the Program Element
Offices (PEOs), and the U.S. Army. The purpose of this effort is to
conduct independent engineering studies and technology assessments
related to Missile Defense (MD) mission performance for USASSDC's
projects and programs consistent with the Department of Defense (DoD)
objectives or various levels of defense capability, timeframes, and
alternative futures. The effort will involve extensive concept
synthesis relating to missile defense to include the National Missile
Defense (NMD), Theater Missile Defense (TMD), Cruise Missile Defense
(CMD), and other facets of the Air Defense Initiative, and the Digital
Information Warfare (Info War), considering new types of threats, new
types of defense pplications, and the role of digital information
systems. The effort will provide concepts and directions for high value
missile and space defense technology development. It will identify mid
and long term technology needs from a system perspective and evaluate
architectures consistent with user requirements and DoD objectives.
The effort will focus on incorporating evolving concepts and
technologies into assessments of planned and existing defense system
mission capability by conducting operational and supportability
analysis, simulations, and soldier structure impacts. No foreign
participation allowed. No telephone inquiries will be accepted.
Responses must be received by CSSD-CM-CK/Virginia Hanserd within
fifteen (15) days of the publication date of this notice. See Note 22.
