solicitation., slongbr@nswc.navy.mil. The Naval Surface Warfare Center,
Dahlgren Division, has a requirement for software engineering and
technical services in support of the TOMAHAWK Weapon Control System
(TWCS) and the Advanced TWCS (ATWCS), and associated support tools and
test simulations. This acquisition includes support for all current
and future versions of the identified systems including both U.S. and
Foreign Military Sales (FMS) efforts. Required services include, but
are not limited to the following: 1) Requirements definition, 2)
Engineering analysis, 3) Software design, 4) Software development and
prototyping, 5) Software unit and functional testing, 6) Integration
and performance testing, 7) Software trouble reporting and assessment,
8) Documentation review and development, 9) Configuration management,
and 10) System administration. In order to successfully perform the
work, expertise is required in the following: 1) ROLM, VAX, SUN, UNIX
and personal computer technology and their associated operating
systems, 2) FORTRAN, ROLM Assembly, C, and ADA computer languages, 3)
Graphical User Interface Tools (Builder Excessory and TELEUSE), 4)
Relational data bases (INFORMIX and ORACLE), 5) Object oriented
analysis and design technology, and 6) Defense Information
Infrastructure (DII) and Joint Maritime Information System (JMCIS)
common operating environments (COEs). This requirement is for a total
of five years (including base period and options) and will be procured
on a cost-plus-fixed-fee (term) basis. It is anticipated that a total
of 290 manyears will be required during the performance period of this
requirement. The contractor must possess a TOP SECRET facility
clearance at the time of contract award. The contractor's facility must
be located within 60 minutes of NSWCDD in order that personnel can
respond to notification of technical meetings and/or laboratory
availability. In addition, all key personnel proposed to support the
contract must possess a SECRET clearance prior to beginning any effort.
Also, a minimum of three key personnel in the Senior level categories
must possess a TOP SECRET clearance. Written requests for the

SD12B, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. Solicitation to be
issued approximately 11 August 97 with proposals due approximately 45
days after issue. The Naval Surface Warfare Center, Dahlgren Division,
Dahlgren Laboratory Procurement Division is taking steps toward
implementing Electronic Commerce (EC) in the acquisition arena,
therefore, this synopsis and resulting solicitation with any applicable
