Pinkey, Contracting Officer, 703-305-2250 The U.S.Department of Agriculture, Food and Consumer Service (FCS) plans to submit for multiple awards (up to a maximum of three), an indefinite delivery/indefinite quantity type contract. This contract will be to conduct analyses of program and policy issues pertaining to the WIC Program. The Contractors will use extant data sources to analyze the characterisitics of participants of the WIC Program; cost, nutritional, and administrative aspects of WIC; current and potential participation in these programs; and the effects of potential and actual program changes. All work to be performed under this contract will be awarded by issuance of Task Orders. Award of the Task Order will be as a result of competition between all awardees. FCS expects the project will require the contractor to perform statistical and qualitative analyses, data file development work, technical reviews and revisions of other FCS studies, mathematical modeling of programs, examinations of particular policy topics, and small-scale data collections. It is also anticipated that the study will require expertise from economists, statisticians, econometricians, nutritionists, computer programmers (primarily with data base expertise), individuals with sound analytic skills, and individuals familar with the WIC Program. It is anticipated that the RFP will be issued on or about 16 July 1997. Award of this procurement is subject to the recipt of USDA departmental clearance and approval for Advisory and Assistance Services.
