23-9603 Port au Prince, Haiti. USAID/Haiti is contemplating issuing a
two-year contract to obtain the services of a firm/institution to
provide support to the Presidential Commission on Economic Growth and
Modernization. A. On December 1, 1994, the Government of Haiti
established the Presidential Commission for Economic Growth and
Modernization and charged it with the following actions: 1. Analyze the
economic policies planned by the government and make relevant proposals
for action, 2. Analyze the operation of past private/public sector
commissions such as the private/public sector commission for the
promotion of investments, the private/public sector consulting
commission on textiles and the national commission for exports, 3.
Present to the government all pertinent recommendations to correct the
dysfunction of all past public/private sector commissions and to
promote investments and exports, 4. Work in cooperation with the
tripartite consultation committee and coordinate appropriate action
recommendations, 5. Assist the government in implementing the economic
and social recovery strategy presented at the paris consultative group
meeting. 6. Formulate legal and regulatory policies and preparatory
legislation to modernize the economic and financial structures of the
country to improve the investment climate. B. The objective of this
contract is to provide support to the presidential commission in the
implementation of its agenda by providing continuing technical and
administrative oversight activities, studies and analyses undertaken by
the Presidential Commission in accomplishing its mandate. C. In order
to accomplish the purpose of this contract, the contractor will manage
the operational aspects of the commission's work agenda. This includes
work assignments to be undertaken directly by the firm in areas in
which it has proven capability, as well as responsibility for
contracting with external sources, both Haitian and International for
those tasks for which external resources are needed. Responsibilities
of the contractor include the identification, contracting, direction
and supervision of national and international consultants, ensuring
that tasks are completed on time and in accordance with the scope of
work, and providing technical assistance to the private sector to
develop initiatives which arise out of the normal activities of the
Presidential Commission. The contractor will also assist the
Presidential Commission in representing Haiti at various international
fora, such as the annual CLAA conference and other international
meetings, and in conveying its activities to the public at large as
well as figures in Government and Parliament. Findings and
recommendations of consultants' reports will be reviewed with the
commission's executive director and appropriate commissioners. D.
During the period of this contract, the contractor will be expected to
provide 60 person-months of Haitian experts, 40 person-months of
international experts and 50 person-months of home office
administrative support. E. Method of operation the executive director
of the presidential commission will consult regularly with the
contractor about various aspects of the commission's agenda. The
executive director and the contractor will agree on a specific scope of
work for the required intervention and a level of effort to be expended
by the contractor. The contractor will then propose specific haitian
and/or international consultants for each task for approval by the
executive director. F. The preferred method of distribution of USAID
