The Agency for International Development (USAID) intends to negotiate a Performance Based Indefinite Quantity contract with Cost Plus Incentive for task orders for Government financial management support services. The Bureau for Management (M), Office of Financial Management (FM) requires support in the development and implementation of (1) an ongoing strategy for financial management internal controls and the production of agency-wide financial statements and reports, (2) financial management internal controls and management and operational infrastructures to establish an ongoing agency-wide financial baseline that can be audited by Inspector Generals (IGs), and (3) financial management internal controls reports and quarterly and annual Federal Agency financial statements that can be audited by IGs. The awardee shall provide technical support and advisory and assistance services to meet these objectives. This procurement is solicited under full and open competition. Any award to large business will require 30% of the total estimated cost to be subcontracted to small business firms. The Standard Industrial Code (SIC) is 8721 and the small business size standard is $6,000. The contract period will be for a base year and four one year option periods.
