The National Institute on Alcohol Abuse and Alcoholism intends to negotiate on a sole-source basis an eight month contract with The Journal of Studies on Alcohol (JSA) for a project entitled "Publication of Papers on Alcohol and the Family -- Opportunities for Prevention." The statutory authority to negotiate with JSA is 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1. The JSA is the only responsible source with the requisite experience and circulation among the target audience necessary to complete this project. Inquiries must be made in writing; telephone inquiries are unacceptable. All responsible sources may submit a proposal which, if timely, will be considered by the Government.
