410-962-3204 Z -- Est. cost of construction is between $50,000,000.00
and $100,000.00. Completion not later than 22 months. Work consists of
all demolition not incidental to hazardous material removal, including
such items as stairs, escalators and major equipment. Core and Shell
construction includes installation of stairs, elevator shafts and
elevators, public corridors, plumbing and toilets, electrical systems
and electrical closets, fire alarm system, sprinkler systems, HVAC
systems, mechanical rooms information management and telecommunications
(IM&T) backbone and IM&T closets. Core and shell for tenant areas will
include extending mechanical, electrical, plumbing and IM&T
infrastructure throughout the tenant spaces to include primary
ductwork, VAV boxes, perimeter diffusers along exterior walls and EMS
control wiring. Installation of fire sprinkler branch piping and
sprinkler head drops, lighting and receptacle power grids, and ceiling
grids without intermediate tees will also be included. Based on
specific tenant requirements, fit out work consists of final
installation of ceiling panels and ceiling grid tees, office partition
walls, casework, duct taps, flexible ducts, diffusers, sprinkler drops
and head, light fixtures, electrical outlets and connection to power
grids. The Government contemplates award of one firm-fixed price
indefinite delivery type contract. Award will be made to the lowest
priced, technically acceptable offeror. Evaluation criteria to be
utilized are identified in descending order of importance as follows:
(A) Prior Experience -- prior corporate experience on projects of
similar nature and type. Evidence of prior experience shall be
submitted in the format of a list of completed projects. The list shall
include the following for each project completed (1) The type of
project; (2) Location of the project; (3) Dollar value of the project;
(4) Date project was completed; (5) Owner of the project; and (6)
Point of contact for the owner. The offeror must have had completed
four projects at a minimum of $20,000,000.00 each in the last 7 years.
Two of these projects must have been renovations. The projects
included must be of a similar nature to include but not limited to the
following: Office building construction or renovations, tenant or use
fit-out in office building complexes, and/or building infrastructure
renovations. One of the projects must have included vertical
transportation; (B) Past Performance - The offeror shall state the
performance on all projects listed in (A) above. The offeror shall
state all criticisms and ratings as well as awards received on these
projects. References shall be submitted; (C) Project Site Management --
The offeror shall submit a project management plan for this project.
The plan shall identify by name the key on-site personnel. The named
personnel and their specific roles will be the actual managers of this
project, if the offeror is awarded the contract. Included in the plan
is a resume of each manager highlighting specific experience and
qualifications on projects of a similar type, and with similar
technical issues with satisfactory results. The overall site manager
will have as a minimum five years experience in the management of
renovation contracts that exceed $20,000,000 in size. Subordinate
managers will have as a minimum five years experience in the management
of large and complex renovation contracts in their specialty.; (D)
Schedule -- The offeror shall submit a plan to manage the schedule and
the on-time completion of the project. The offeror may submit its
scheduling management plan from a previous major renovation project
listed above, or a new plan specific to this project may be submitted.
The offeror shall also describe the scheduling method to be used and
the name of its consulting firm or the in-house manager and requisite
experience. Explain the incorporation of contract modifications into
the schedule and management techniques employed to minimize their
impact on the schedule. All responsible sources may submit a bid which
shall be considered by this office. It is expected that this project
will be issued using CD-ROM technology. Hard copies of plans and
specifications will not be issued. THIS PROCUREMENT IS UNRESTRICTED.
SUBCONTRACTING PLAN REQUIREMENTS: The subcontracting plan will be
submitted and evaluated with the technical proposal for this
procurement. A minimum of 70% of the total planned subcontracting
dollars shall be placed with small business concerns. At least 20% of
the total planned subcontracting dollars shall be placed with small
disadvantaged business concerns to include Historically Black Colleges
and Universities/Minority Institutions, and a minimum of 20% with
women owned small businesses. CD-ROM to be issued o/a 15 July 1997.
