Reconstruction includes firewalls through existing roofs, insulation in walls and ceilings, wallboard, wood trim, wood windows, doors, hardware, hardwood flooring, floor covering, kitchen cabnets/counters, powder rooms, heat pump and ductwork to provide air conditioning, membrane and slate roofing, exterior facing brick, natural gas pipeline and meter for each unit, gas furnaces, gas water heaters, telephone lines and jacks, fire alarms, water distribution system, sanitary sewer system, storm drainage system, chain-link fencing, sidewalk replacement, landscaping. SUBCONTRACTING PLAN REQUIREMENTS: Prior to award, the selected large business low bidder must submit an acceptable subcontracting plan with in the time limit prescribed by the Contracting Officer, consistant with Public Laws 100-180, 95-507, 99-661. A minimum of 70% of the total planned subcontracting dollars shall be placed with small business concerns. At least 20% of the total planned subcontracting dollars shall be placed with small diadvantaged business concerns, to include Historically Black Colleges and Universities/Minority Institutions, and a minimum of 10% with women owned small businesses. a plan is not required with the bid.
