solicitation which ever is later. Reference previous sources sought
synopsis dated 11 September 1995 and presolicitation notice posted 19
May 1997. This office intends to issue a Request For Proposal (RFP)
number F41624-97-R-1000 for the development of the Joint Chemical Agent
Detector (JCAD) program on or about 30 June 1997. JCAD is a
multi-service development used for detecting and identifying chemical
warfare (CW) agents in the interiors of aircraft, ships, and vehicles,
provide monitoring of equipment and cargo, and for ground troops in a
pocket-sized configuration. The system must be capable of detecting
and warning personnel when CW agents are present in extremely low
concentrations for the interior configuration. The detectors currently
in the inventory do not meet the sensitivity requirements for
identifying 12 hour meiosis dose-vapor hazards. Award of two contracts
for the fifteen (15) month CostPlus Fixed Fee (CPFF) Engineering
Manufacturing & Development (EMD) phase I effort are anticipated. Any
resultant contract shall include a provision for a dynamic downselect
to one contract for the phase II EMD effort. Fifteen months after
contract award, the Government will conduct a down select intended to
identify one contractor who offers the overall best value to continue
the development and manufacture of the JCAD. Initial proposals price
both EMD Phase I and Phase II of this effort, however, selected
contractors must demonstrate the capabilities necessary to perform the
production effort. The government intends to exercise the EMD Phase II
priced option at the downselect. However, the Government reserves the
right to request the two EMD Phase I contractors to submit Call For
Improvements (CFI) pricing on the Phase II option. It is intended that
the updated pricing will only be accepted if it is in the government's
best interest. The Government reserves the right not to exercise the
option. The phase II EMD contract will consist of a Cost Plus Award Fee
(CPAF) type contract. The Government anticipates that the Phase II EMD
contractor will be awarded a follow on production contract. For RFP

notice for fifteen days was met via the JCAD homepage which stated the
fourty-five day proposal due date on June 12, 1997. An Ombudsman has
been appointed to hear concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The purpose
of the Ombudsman is not to diminish the authority of the program
director or contracting officer, but to communicate contractor
concerns, issues, disagreements, and recommendations to the appropriate
government personnel. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
