synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. The solicitation number is
53SBNB760188 and the solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
The standard industrial classification (SIC) code is 7371, and the
small business size is 69 employees. The contract line item number
(CLIN) and item, quantity and unit of measure is: CLIN 0001 is a
quantity of 1 each Electromagnetic Field Simulation Software. The
software includes: Full-wave finite-element-method analysis tool;
Calculation of radiation patterns for planar and 3D antennae;
Computation of capacitance, inductance, impedance, and admittance as a
function of frequency; Arbitrary 3D structures; Transient signal
analysis for signal integrity modeling; Stereolithography (STL) file
import/export capability; Automatic adaptive mesh; Anisotropic material
properties; ACIS-base 3D solid modeler; PC/Windows-NT compatible. The
National Institute of Standards and Technology (NIST), intends to award
to Ansoft Corporation, Four Station Square, Suite 660, Pittsburgh, PA
15219 on a sole source basis because this software will be used to
analyze the electromagnetic characteristics of a broad range of
devices, to include: (a) the electric, and magnetic fields and current
distribution in 3D and 2D electronic, electrical, and optoelectronic
packages and circuits; planar and coaxial transmission lines;
rectangular and circular waveguides; and (b) the radiation pattern and
efficiency of antennae. The software must be a PC/Windows-NT based
full wave finite element method (FEM) analysis tool with automatic
adaptive meshing to perform the above listed analyses. Ansoft is the
only source that can provide a full-wave FEM tool with automatic
adaptive meshing. Required delivery within 30 days from contract award.
FOB Gaithersburg MD. Delivery location is National Institute of
Standards and Technology, Building 301, Receiving Room, Gaithersburg,
MD, 20899. The provision at FAR 52.212-1, Instructions to Offerors --
Commercial, applies to this acquisition. Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms and Conditions Commercial Items FAR Provision
52-212-2, Evaluation of Commercial Items, applies to this acquisition.

solicitation and a written solicitation will not be issued. Interested
offerors may identify their interest and capability to respond to the
requirements by submitting a capability statement. The capability
statement must provide adequate information and qualifications of your
ability to provide the requested system in order for the Government to
consider whether to open this request for competition. However, all
capability statements received within 5 days after date of preparation
of this synopsis/solicitation will be considered by the Government.
