Software This is a combined synopsis/solicitation for commercial items
prepared in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
No 40-AANC-7-09070 is issued as a RFP. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-46. The U.S. Department of Commerce/NOAA
intends to purchase the following items on a competitive Brand Name or
Equal Basis: CLIN 01/Qty of 1 -- Model Encad Novajet Pro 50 plotter.
Plotter is 50" wide, roll-feed with automatic media feed and take-up
system and ZEH Pro Driver; CLIN 02/ZEH part #ZPS-NRTL50, Output driver
for the Novajet Pro 50, or its equivalent -- a software package
specifically designed to drive the Novajet Pro 50 plotter; CLIN 03/ZEH
part #ZPS-MINTU, Unlimited user Micro station plotting which includes
drivers for Versatec and Page Printers using Postscript or its
functional equivalent; CLIN 04/Code #ZGW-INST, Potential offerers must
provide On-Site Configuration of the hardware and software, on-site
Installation and a Basic Users Workshop for one day. The workshop will
instruct users how to install and use the ZEH plotting software; and
CLIN 05/Hewlett Packard Ex Plus3 Jet Direct External Controller or its
equivalent, a separate network controller which allows the plotter to
be attached to the Local Area Network (LAN). Terms include the
standard manufacturer's warranty. Pricing must include all associated
peripherals, technical literature, operations manuals and manufacturer
specifications. The National Ocean Service/Office of Aeronautical
Charting and Cartography/Aeronautical Chart Division (NOS/AC&C/ACD) is
in the process of converting the production of navigational charts and
products from analog to digital methods. This includes cartographic,
prepress, printing, binding and distribution support. In conjunction
with AC&C's modernization efforts, the cartographic and prepress
functions are becoming more integrated, necessitating the inclusion of
large format digital output capability into AC&C's process flows. The
ink jet technology plotter will serve as a color proofer in the
Imagesetter system design and must have the ability to integrate with
the on-line Imagesetter system. All equipment shall be delivered within
thirty days after award date -- FOB destination at U.S. Department of
Commerce, NOAA, Chart Automation Branch, SSMC#4, 1305 East West Hwy,
4th Floor Computer Room, Silver Spring, MD 20910. Installation shall
take place within 10 days of delivery. A 30-day testing and evaluation
period will begin after the day of installation. USED OR REFURBISHED
EQUIPMENT WILL NOT BE ACCEPTED. Provision 52.212-1, Instructions to
Offerors-Commercial Items applies to this acquisition. Provision
52-212-2, Evaluation-Commercial Items, applies to this acquisition. Any
offeror who believes they can furnish items which will satisfy the
Government's requirements is invited to submit proposals which
demonstrate how their product will perform identically to the requested
items to the address listed below. Award will be made to the
responsible responsive company whose bid is technically acceptable,
lowest price. Telephonic responses shall not be accepted. Offerors are
to include a completed copy of Provision 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.

FIRMR 201-39.5202-3. Any additional contract requirement(s) or terms
and conditions determined by the contracting officer to be necessary
for this acquisition and consistent with customary commercial practices
will be incorporated. This acquisition is being conducted under a
blanket delegation of GSA's exclusive procurement authority for FIP
resources. A single award will be made for this requirement. Responses
are due 15 days from the date this notice is published to the
